Akio Toyoda's Prepared Statement
Toyota CEO Akio Toyoda will give the following prepared statement in his testimony before the House Oversight Committee tomorrow [via WOKV].

Thank you Chairman Towns.

I am Akio Toyoda of Toyota Motor Corporation. I would first like to state that I love cars as much as anyone, and I love Toyota as much as anyone. I take the utmost pleasure in offering vehicles that our customers love, and I know that Toyota’s 200,000 team members, dealers, and suppliers across America feel the same way. However, in the past few months, our customers have started to feel uncertain about the safety of Toyota’s vehicles, and I take full responsibility for that. Today, I would like to explain to the American people, as well as our customers in the U.S. and around the world, how seriously Toyota takes the quality and safety of its vehicles. I would like to express my appreciation to Chairman Towns and Ranking Member Issa, as well as the members of the House Oversight and Government Reform Committee, for giving me this opportunity to express my thoughts today.

Has ABC News Found The Ghost In Toyota's Machine?

Ever since Toyota’s recent problems hit “frenzy” level on our mainstream media monitoring system, speculation has been rampant that some mysterious electronic problem was at the root of the unintended acceleration scandal. We’ve been wary of jumping on the “ghost-in-the-machine” bandwagon, for a number of reasons, chief among which is the fact that it seems to be the product of an inability to explain specific instances of unintended acceleration, rather than hard evidence. Given that unintended acceleration occurs at the intersection of man and machine, good old-fashioned human error is an easier assumption than mystery software errors. Given the worrying results of our Toyota gas pedal analysis, we’ve been content to explain the situation on a combination of pedals, mats and human error. But now ABC News may just have the first positive evidence of an electronic problem that could explain the mystery behind Toyota’s unintended acceleration problem. Dave Gilbert of Southern Illinois University has found that it’s possible to cause unintended acceleration without it triggering an error code that might give some kind of clue as to its cause. Combined with our finding that Toyota actively conceals data from its black box data recorders (out of line with standard industry practice), this could be some of the first positive evidence that there’s more to the “ghost in the machine” theory than mere panic-driven speculation.

Toyota: New State Farm Disclosures Trigger Accusations Of Lackadaisical NHTSA

Akio Toyoda is spending the weekend in Japan, being prepped for his appearance in front of the modern day version of the tribunal of the Spanish Inquisition, better known as a Congressional Hearing.

According to Reuters, and as suggested by TTAC, Toyoda “is likely to undergo intense preparation. Toyota may hire lawyers to drill him with mock questions, one consultant said. A company source said it had not yet been decided whether Toyoda would speak in Japanese or English, but the company has already contacted some translation companies.”

The weekend drill was interrupted by the news that State Farm had informed the NHTSA as early as February 27, 2004, that the insurance company had five claims of unwanted acceleration in the 2002 Lexus ES 300 during the previous 12 months. Reuters broke the story, writing “the insurer said earlier this month it had contacted the National Highway Traffic Safety Administration in late 2007. However, prompted by the public interest in Toyota, the insurer reviewed its records again and has now found that it contacted safety regulators initially in 2004.” All hell broke loose …

Recipes For The Toyota Grill Party On Capitol Hill

Akio Toyoda is getting a crash course in cross-cultural studies, while he is preparing for his appearance on The Hill this coming Wednesday. Toyota already uncovered the time-tested Washington axiom: “We will fight it tooth and nail, but if we can’t stop it, we might as well dress for it.”

Saturday morning’s Nikkei [sub] greets its readers with the message that “Akio Toyoda’s appearance before Congress on Wednesday could be a chance for the embattled automaker to win back consumer trust in the U.S.”

Hedging a risky bet, the Nikkei adds: “But a poor performance could further undermine its reputation.” To avoid the latter, Toyoda is preparing to counter a three-pronged attack.

What's Wrong With Toyota's Black Boxes?

At the Wednesday press conference in Tokyo, Toyota slipped in the remark that they “will more actively use on-board event data recorders, which can, in the event of a malfunction, provide information necessary for conducting such activities as technological investigations and repairs.”

This remark was widely overlooked. It should not have been.

Five days before, the Wall Street Journal had written:

“The safety problems that have engulfed Toyota Motor Corp. are focusing renewed attention on one of the most controversial components in an automobile: the black box. The box, officially called an “event data recorder,” is a small, square, virtually indestructible container akin to those found on commercial airplanes. Tucked inside the dash or under the front seats of most newer vehicles, it records vehicle and engine speeds as well as brake, accelerator and throttle positions and other data that can help determine the causes of accidents.”

If there would have been such a black box in the Toyotas that had crashed, it would have been easy to read out whether the foot was on the gas or on the brake. Guess what: Toyota has this box. It had been in many of the crashed vehicles, says the Wall Street Journal:

Toyota Customer Retention: Breaking Up Is Hard To Do. Or Not

To the victor go the spoils. Who will be the victors, and how much spoilage will be there in the protracted Toyota battle? Of course, this is all in the name of safety and the children, and any sales dislocations will be unfortunate collateral damage. Really.

As optimistic as Toyota might want to be, over the next few months, their sales will decrease. They already do decrease. “Toyota’s US sales tumbled 16 per cent in January from a year earlier and are set to record another hefty fall this month,” reports Financial Times. Stoppage of deliveries and production, topped by a media onslaught, can have that effect.

Maybe Toyota’s ideas of an increased warranty and more incentives will work, long term, but in the short term, they’d better prepare themselves for negative numbers at the end of each month ahead.

As the first law of thermodynamics infers, energy cannot be created or destroyed, merely transposed. If customers are leaving Toyota, they don’t just disappear like Toyota‘s reputation for reliability China’s interest in US debt, they have to go somewhere. So where will they?

“Toyota is considering halting production at its factory at Burnaston, near Derby, because of collapsing sales amid the car company’s recall crisis,” London’s Times reports.

This comes on the heels of reported plans to shut two down two plants in the United States for a total of 14 days. According to the Times, Toyota is “reviewing production at its European factories.”

Toyota: 13 New Deaths, 2 Closed Plants. Allegedly

The MSM is abuzz with a rash of fresh (well, not really) deaths-by-Toyota. According to an Associated Press report (this one via Twincities.com,) “complaints of deaths connected to sudden acceleration in Toyota vehicles have surged in recent weeks, with the alleged death toll reaching 34 since 2000.” In the past three weeks alone, people told the NHTSA about nine crashes involving 13 alleged deaths between 2005 and 2010 due to accelerator problems. Toyota: The Battle Of The Papers

The Toyota case is heading towards hearings in DC and to courts all over the country. Both sides are putting heavy artillery in position. Both sides of the SUA wars commission heavy caliber studies – both with inconclusive results. Toyota funded a study into the electronics in its vehicles. Before that, a group of lawyers had “sponsored” Safety Research and Strategies, a company that makes money by investigating auto-safety for those suing auto makers. Don’t bogart that joint: Toyota will recall about 8,000 model-year 2010 Tacoma pickup trucks in the US. Not for unintended acceleration, or brake gremlins, but for good old cracks in the joint portion of the drive shaft, says Reuters. The front drive shafts are manufactured by Dana Holding Corp, and the affected vehicles were produced from mid-December 2009 to early February.

Toyota Re-Introduces Quality By Committee

In that Wolfsburg car factory I had the honor to work for for more than 30 years, one of the many pearls of wisdom was: “Wenn man nicht mehr weiter weiss, gründet man nen Arbeitskreis.” If you are totally out of options, establish a committee.

Toyota seems to have taken that Teutonic haiku to heart. The Nikkei reports that Toyota Motor “has formed an expert panel, chaired by President Akio Toyoda, to analyze the potential risks throughout its global production and sales networks.”

As far as committees go, lean it won’t be. It will be a monster of a committee: “The president will be joined by executives ranked senior managing director and higher,” The Nikkei writes. ”The committee’s composition will change depending on the type and locality of a particular problem, and input from lawyers and consultants will be sought as warranted.”

Toyota Lawsuits Breaking Out All Over

As we fumble towards a more complete understanding of Toyota’s stunning fall from grace, we’ve only uncovered a single class of people who truly stand to benefit from the last several weeks of hysteria: the lawyers, of course. Thanks to Toyota’s deep reserves of cash, every single possible damage incurred in the last several weeks will be picked over for an opportunity to sue the world’s largest automaker, and already the suits have crossed over into the realm of the absurd. Automotive News [sub] reports on latest class-action suit charge against Toyota, which seeks damages from the automaker for diminished resale value and lost use of recalled vehicles. These charges have been filed as class-action suits in “at least 30 states,” and lawyers suggest that the damages could run as high as $2b. Ford paid Explorer owners $500 a piece when it settled similar class-action suits in the wake of its Firestone safety scandal.

Under Criticism, Obama Soft-Pedals LaHood's Toyota Criticism

Transportation Secretary Ray LaHood’s get-tough quotes during the Toyota recall have generated significant backlash against an administration that is already knee-deep in the automotive industry. The governors of Mississippi, Kentucky, Indiana and Alabama (all of which host Toyota plants) laid into the NHTSA and Obama administration in a letter covered by the Detroit News. The governors argue:

Despite the federal government’s obvious conflict of interest because of its huge financial stake in some of Toyota’s competitors … it has spoken out against Toyota, including statements U.S. government officials have later been forced to retract… Toyota must put the safety of drivers first and foremost. However, they deserve a level and reasonable response from the federal government – one that is not tainted by the federal government’s financial interest in some of Toyota’s competitors

Strangely, the governors of Texas and West Virginia, where Toyotas are also assembled declined to sign onto the letter. Still, the attack isn’t being simply written off has home-state selfishness. One bellwether for the issue is the fact that the Detroit News looked past its own hometown interests and ran an editorial by the Cato Institute’s Daniel Ikensen, amplifying the governors’ critique. And sure enough, Obama decided to take the issue on head-on in an interview yesterday.

Akio Toyoda Getting Ready For A DC Grilling

Toyota’s president Akio Toyoda was already getting ready to “visit the United States over massive recalls of its vehicles,” reported the Nikkei [sub]. Japan’s transport minister Seiji Maehara told U.S. Ambassador to Japan John Roos that Toyoda would be dispatched to DC. There, he would be ready to “explain the recall problems to the U.S. Congress if asked.”

With Friends Like These: Southeast Toyota Dealers Pull ABC Ads Over Recall Coverage

Toyota’s PR efforts have been competent if muted during the ongoing recall scandal. Though it could certainly have done more in the past weeks (specifically by making top leadership more available to the public) Toyota has carefully avoided overreacting to the mushrooming media frenzy. Until now. The NYT’s Wheels Blog reports that the 173 Toyota dealers who make up Toyota Southeast have pulled regional ads from ABC stations because of “excessive stories on the Toyota issues.” Toyota Southeast’s ad agency 22Squared says “We have counseled the client on the pros and cons of this, and ultimately it was their decision to make.” Toyota continues to run corporate ads on ABC, but the petulant backlash from its Southeast dealers can’t help but reflect poorly on the brand. Any PR pro will tell you (and presumably 22Squared counseled its clients of this), that these kinds of strong-arm tactics do nothing to improve public perceptions of a brand. Toyota dealers might feel that the parent company is not doing enough on the PR front, but this approach will only create the need for more PR in the future.

Boom: Honda Recalls Killer Airbags

Honda said it will recall another roughly 378,000 vehicles in the U.S. to fix potentially faulty airbag systems that are linked to at least one known fatality and 11 injuries in the U.S., says the Nikkei [sub].

That brings the number of airbag-related recalled Honda and Acura models to more than 826,000. Honda said some airbags in its older vehicles deploy with too much pressure, and send metal fragments flying into the car.

As Hearings Loom, Toyota And Congress Gear Up For Battle

Toyota heads up to Capital Hill tomorrow to face the ire of the U.S. House Committee on Oversight and Government Reform in a hearing that’s been subtly named “Toyota Gas Pedals: Is the Public at Risk?” A memo by committee staff [via the WSJ] sets a paranoid tone for the hearing, as the NHTSA investigation widens beyond gas pedals alone:

Attention is now being focused on the electronic throttle control system (ETC) to determine whether sudden acceleration may be attributable to a software design problem or perhaps to electromagnetic interference. The committee staff found numerous complaints made to NHTSA describing sudden acceleration that was not caused by either floor mats or sticky pedals.

Toyota’s Yoshi Inaba will face the brunt of the questioning, although Transportation Secretary Ray LaHood and NHTSA administrator David Strickland will surely face questions about their oversight of Toyota (or lack thereof).

Anticlimactic Post Of The Day: Toyota Recalls, Freezes Sales Of Prius, Sai, Lexus Hybrids

It’s the software, stupid. At a press conference at 3:30 pm Japanese time, Toyota came clean and announced that it will recall 223,068 hybrid vehicles in Japan, including its latest Prius model and three other models–the Sai, the Lexus HS250h and the Prius Plug-In Hybrid, says the Nikkei [sub]. They will get a re-flash of the brake software. Worldwide recalls of affected models will follow. This ends – for now – weeks of waffling over the latest in a series of Toyota problems.

The recall will start Wednesday. A total of 199,666 Prius vehicles manufactured between April 20, 2009 and Jan. 27 of this year will receive new ABS software.

Toyota Recalls: (Un)intended Ambiguity?

Readers of the Nikkei [sub] were greeted this morning with the purported news that by the end of this month, Toyota “is expected” to recall its Sai and Lexus HS250h hybrids, which use the same braking system as the Prius hybrid. Furthermore, “the company is believed to have decided” to recall the current Prius, “and is expected” to notify the Transport Ministry of the plan early this week.

Prius Recall, Or Not? Toyota, A Mass Producer Of Confusion

After piles of books have been written about the „Toyota Way,“ this round of recalls will have a permanent place in the annals of how to completely NSFW-up crisis management. The epicenter of the disaster at Toyota is not in the pedal dept., it is not in the software development dept., it is in the Public Relations Department in Toyota City. Or possibly, right at the top.

Last Friday evening, Toyota trotted out their CEO and founder’s grandson Akio Toyoda to address the complaints about Prius brakes. Toyoda said nothing of substance. What irked the public, and what became instant fuel to the already raging fire, was that Akio Toyoda refused to address the fact that Toyota had changed the Prius software, and changed the braking hardware in January, for cars in production. People wanted to know what happens with the cars they had already bought. Akio Toyoda left his customers in a lurch. Answering in very bad English instead through an interpreter made matters worse.

A day later, Reuters wrote that Toyota will recall the Prius “in the next few days.” Who was the source? A Toyota spokesperson? Nah. A “person close to the matter?” Nope. The source was a Toyota car dealer. “Toyota officials were not immediately available to comment.”

Today, the Nikkei [sub] writes that Toyota “has decided to recall and repair free of charge the latest model of its Prius hybrid sold in the domestic market due to complaints over brake problems.” And who’s the source? A Toyota spokesperson? Nah.

Toyota's Prez. Meets Press Over Prius, Says Nothing

Oy, will they get slaughtered for that: So Toyota Prez. Akio Toyoda met the press late in the Japanese evening in Nagoya. And what did he say? Basically nothing. He said he “ordered swift action” to get a grip on the reported brake problems of the (in Japan) wildly popular Prius hybrid. But he didn’t say anything else. Recall? Shirimasen. (I don’t know.) Toyota's Toyoda Meets The Press: Prius Recall Imminent. Or Not

Toyota’s President Akio Toyoda will do something highly unusual tonight: The usually reclusive CEO will meet the press in Nagoya on Friday night at 9 p.m. Japanese time to discuss product quality, says the Nikkei [sub]. Toyoda won’t face the Fourth Estate all alone. Executive Vice President Shinichi Sasaki will also attend, and hopefully deflect the worst.

The press conference is not for Japanese consumption. Friday night at 9, most papers are put to bed, and the evening news are over. The meeting is for U.S. consumption. Friday night at 9 in Nagoya is 7 a.m. in New York.

BREAKING: Toyota To Recall 270k 2010 Priuses, Similar Problems Reported On Ford Hybrids [Updated With Ford Press Release]

According to MSNBC, Toyota’s US-based spokesfolks are refusing to confirm a Nikkei report that Toyota has issued a recall of 270,000 2010 model-year Priuses for brake issues the company has already acknowledged. “We have no information on any decision to recall the Prius,” said Toyota Motor Sales USA spokesman John Hanson, who said the company is working with the NHTSA on a “preliminary evaluation” of the problem. According to another report, the recall (which will be filed “shortly”) involves 100k Priuses in the US market, with the remaining 176k in Japan.

While Toyota may or may not recall the Prius, Ford is not recalling its Fusion and Mercury Milan Hybrids for what appears to be a similar issue (poor transitions between regenerative and conventional brakes). Instead, Ford is instituting a “Customer Satisfaction Program” involving free software upgrades it says will fix the problem, which was first reported by Consumer Reports.

LaHood may struggle with some of the technical details (like, you know, how to actually stop unintended acceleration), but he’s got the politics down pat. The gameplan in these kinds of situations is simple: scare the public, shame the automaker, and say lots of things that make it sound like you’re taking charge. Like threatening Toyota with the maximum allowable $16.4m in civil penalty fines [per the Detroit News], potentially shattering the previous recall fine record of $1m set by GM in 2004 for its handling of a windshield wiper recall. The fact that all this makes the government’s “investments” in the auto industry look a little better is just the gravy on top. [UPDATE: Reuters reports that LaHood meant to say that “owners concerned about unintended acceleration should instead seek out dealers for advice and necessary repairs.” You know, instead of implying that all Toyotas are fundamentally dangerous. “What I said in there was a misstatement,” confessed LaHood. Prius Brakes Fail In Japan and U.S.A.

Japan’s transport ministry has received 14 complaints about problems with brakes on Toyota’s latest. The ministry has asked Toyota to investigate the complaints, says the Nikkei [sub.] “Those are purely reported cases, so we still need to investigate to find out where problems really exist,” said a ministry spokesman, who said that the number of complaint over such a short time-span “more than usual.” There is more in the U.S.A.

Lentz: Don't Like The Gas Pedal Fix? Insist On Replacement!

One of the lingering concerns over the Toyota recall is whether Toyota’s “precision steel” shim fix to the recalled CTS gas pedal assembly will be a reliable long-term solution. Our analysis indicates that these questions might be well-founded, and we’re not the only ones concerned about the viability of Toyota’s proposed fix. In an interview with Toyota’s Jim Lentz yesterday evening, NPR asked why Toyota was using a redesigned pedal for new production, but only offering the shim fix to existing customers. Lentz insisted that the repaired pedals would be as good as the redesigned pedal, that the costs of repair and replacement were about the same, and that the main reason Toyota was repairing rather than replacing recalled pedals was the desire to “get customers back on the road… as quickly as we possibly can.” That’s when NPR went for the jugular.

Toyota Quality Chief: ""I Was Told by Akio Toyoda to Make Decisions That Will Not Hurt Our Credibility."

Today, Toyota gave a press conference in Nagoya, the first at Toyota’s home base to address the recall. Akio Toyoda was AWOL as usual. Instead, Toyota’s Vice President Shinichi Sasaki, who is also in charge of quality assurance, did the dubious honors. He did what he had to do: He apologized profusely.

“I’d like to offer an apology for causing anxiety among our customers around the world,” Sasaki said, according to the Nikkei [sub]

Sasaki said Toyota aggravated the situation by disclosing the problem before firming up countermeasures. By doing so, “we ended up creating mistrust in the market,” he said. “We prioritized customer safety, focusing on releasing solid information first.”

Canadian Suit Alleges Toyota Electronic Throttle Control Defect

According to a PR Newswire release, a class action suit has been filed against Toyota and supplier CTS, alleging “inherent design defects,” specifically a “lack of failsafes” in Toyota’s ETCS-i (Electronic Throttle Control System-intelligent), in use since 2001. As in not the pedal assembly. A similar suit was filed in the US last November. Today, Toyota’s Jim Lentz was emphatic that electronics were not the issue with the ongoing recall, but shortly after the US suit was filed, Toyota quietly announced that an electronic brake override system would be installed on certain vehicles with automatic transmissions. "Based on GM's Experience, the Vibe is Safe to Drive." Or Not.

Say what? GM has no problem kicking Toyota when its down, offering conquest cash to craven Toyota owners who might be tempted to flee the brand in the midst of recall mania, but its own handling of the situation deserves some analysis. After all, GM confirms that its Pontiac Vibe is assembled at the GM-Toyota NUMMI joint venture using the CTS-sourced pedal assembly that allegedly causes unintended acceleration. And yet The General went on the record last Friday [via Automotive News [sub]] essentially claiming that its Toyota Matrix rebadge was magically safe from the dread terrors afflicting its Toyota-badged cousin. Now GM has revised its statement on the Vibe, admitting that since the Toyota recall, it has received several complaints about sticking accelerators on Vibes (although no related wrecks have been reported). Better late than never… unless you’re making the pitch that consumers should choose you over Toyota because you will take better care of them. [UPDATE: GM reports that the Vibe’s brakes can stop the vehicle. Go figure]

House Launches Toyota Investigation, Hearings Scheduled

Staff from the House Energy and Commerce Committee met with representatives from Toyota yesterday, reports Automotive News [sub], as Congress wades into the Toyota recall debacle. According to a letter from the Energy and Commerce Committee to NHTSA administrator David Strickland and Toyota North America Boss Yoshimi Inaba [letters available in PDF format here], the discussions with Toyota were characterized as “helpful,” but that “it left important questions unanswered, including when Toyota learned about this serious safety defect and what actions the company took to investigate and resolve the hazard.” Hearings have been scheduled for February 25, and the Committee’s letter to Inaba requests disclosure of all internal communication related to to the production shutdown, among other company documents.
