Ethics Group Says Government Suppressed Chevrolet Volt Evidence

The National Legal and Policy Center (NLPC) filed a Freedom of Information Act request with the National Highway Traffic Safety Administration (NHTSA), seeking:

“All records, documents, internal and external documentations between the National Highway Traffic Safety Administration and General Motors between June 1, 2009 and December 1, 2011. These requested records shall include communication regarding the Chevrolet Volt, also known as the Chevy Volt.”

That’s a lot of paper if the request will be granted.

GM Considers Volt Battery Redesign, Halts European Deliveries, Will Miss US Sales Goal, Recall Or Buyback Possible

In the comments section of yesterday’s post on the ongoing Chevy Volt fire investigation, I noted that GM might

retrofit Volts with crash protection that can maintain battery integrity in all crash conditions… Mary Barra has said that GM is

“continuing to work with NHTSA to investigate additional actions to reduce or eliminate the potential of a post-crash electrical fire.”

I think some kind of update on the battery integrity front is inevitable, but we shall see…

Sure enough, today Reuters is running an interview with GM CEO Dan Akerson, who says that European deliveries of Opel-branded Volts (called Ampera) would be delayed pending NHTSA’s investigation, and that maybe, just possibly, the Volt’s battery might have to be redesigned. Says Akerson:

We want to assure the safety of our customers, of our buyers, and so we’re just going to take a time out, if you will, in terms of redesigning the battery possibly

Unfortunately, Akerson’s mangled syntax makes it tough to know if GM is really going to redesign the Volt’s battery, or what the “time out” in question means. He does tell the AP [via The WSJ [sub]] that a recall or buyback are options as well. Though redesigning the Volt’s battery could be expensive and devastating for sales, GM’s current post-crash safety protocol is incredibly human resources-intensive, and likely very costly as well. And the fact that GM is even considering redesigning the Volt for safety a year after its release is going to create a huge sales and marketing challenge anyway. Volt production edged down by 199 units in November, and now GM’s sales boss Don Johnson tells the Detroit News that the Volt will miss its 10,000 unit 2011 sales goal. At this point, GM may just want to take a mulligan on the Volt’s first year, redesign the battery, and relaunch the thing.

This Is The Chevy Volt's Post-Crash Safety Protocol

TTAC has received the following protocol, developed by GM in the wake of the June Volt fire at a NHTSA facility in Wisconsin, from a GM source and has confirmed its legitimacy with a second GM source. Though the procedure may be refined based on the findings of NHTSA’s latest round of tests, it gives a good picture of what GM currently does to ensure the safety of Volt driver and passengers as well as rescue workers, towing company workers and salvage yards. And, I have to say, it puts some of my fears about this safety scare to rest. It hadn’t occurred to me that GM’s Onstar system could provide opportunities to respond to crashes in real-time, and apparently the system provides a wide variety of data with which GM’s “corporate SWAT team” can tailor its response to any Volt crash event. Wild-Ass Rumor Of The Day: "CadiVolt" ELR To Be Rear-Wheel Drive?

TTAC has long held that GM should have initially sold the Volt as a Cadillac, putting its newest, most high-tech drivetrain in a luxury car that could support its high list price. Of course the bailout made a CadiVolt a touch too elitist, which led to GM canceling production plans for its Converj Concept coupe. But with plans back on to sell a Converj-inspired ELR coupe, a new question arises: can Cadillac really charge significantly more than the Volt’s $40k-ish MSRP without doing more than simply rebodying the Volt in Cadillac’s Art & Science styling? Volt And Consequences: GM Responds To NHTSA Volt Investigation

With NHTSA opening a formal defect investigation into the Chevy Volt, GM is moving to defend its rolling lightning rod (no pun intended) and allay consumer fears about its safety. Yesterday I briefly appeared on Fox Business’s Your World With Neil Cavuto show to talk about what the intro to my segment referred to as “the hybrid from hell” and the “killer in your garage.” I tried to explain that the danger to consumers was basically nil, and that the real concern is for rescue, towing and salvage workers. NHTSA Triggers "Thermal Events" In Volt Batteries, Opens Formal Investigation

NHTSA has has opened a formal defect investigation into the Chevrolet Volt, on the grounds that

Intrusion in a crash may damage the battery, which may result in a substantial thermal reaction and fire

About Those Chevy Volt Safety Protocols…

I caught hell from a number of TTAC’s Best and Brightest five days ago, when I blogged about the Chevrolet Volt fire at a NHTSA facility but failed to initially note GM’s response. At the time, GM’s Greg Martin said

GM has safety procedures for handling the Volt and its battery after an accident. Had those been followed, there wouldn’t have been a fire.

At the time, a number of readers accused me of bias for not including Martin’s response at first. Eventually I conceded that this was some worthwhile perspective for the story, but I cautioned that it only represented the opinion of one GM employee. Whether or not NHTSA actually followed those procedures remained an open question… until now. Automotive News [sub] is reporting that NHTSA couldn’t possibly have followed those procedures, nor indeed could anyone else, for the simple reason that GM failed to share them with anybody. So not only is the NHTSA fire being blamed on the fact that government regulators were not given the necessary safety procedures, but it turns out that rescue workers, salvage yards, towing companies and the like were not taught how to discharge the Volt’s battery either. In other words, this NHTSA crash was an important eye-opener for the Volt team.

Chart Of The Day: The Truth About Vehicle Fires Edition

I’ve suggested in these pages that the several documented fires involving Chevrolet Volts suggest some kind of pattern, as no other major-manufacturer EVs have been involved in any reported fires. But, as Ronnie Schreiber at Cars In Depth points out, even that pattern seems to pale in comparison to the National Fire Protection Association’s tally of highway vehicle fires in the US each year. Though the number of highway vehicle fires has decreased significantly since 1980, 2009 still saw 190,500 fires. And between 2003 and 2007,

On average, 31 highway vehicle fires were reported per hour. These fires killed one person a day.

Chevy Volt Catches Fire After Crash Test, Investigation Under Way

The Chevy Volt fire rumors started early this week, when the utility company Duke Energy told its customers to stop using their Chevy Volt home chargers after an October 30 fire. At last word, NHTSA said that

No conclusions have yet been reached regarding the cause of the fire. We are continuing to monitor the situation.

But it seems that the investigation is coming home, as Bloomberg just reported that a Chevy Volt caught fire at a NHTSA facility, shortly weeks after being crash tested.

The Volt caught fire while parked at a National Highway Traffic Safety Administration testing center in Wisconsin, three weeks after a side-impact crash test, said an agency official. The official, as well as the three other people familiar with the inquiry, said they couldn’t be named because the investigation isn’t public.

The fire was severe enough to burn vehicles parked near the Volt, the agency official said. Investigators determined the battery was the source of the fire, the official said.

European Market Volt Gets EV-Only "Hold Mode," Should The US Version?

In an era of increasingly-globalized automobiles, the “market-to-market adjustments” which modify a global vehicle to “local tastes” are becoming an interesting source of insight into a company’s perspective. And Chevrolet Europe boss Wayne Brannon revealed one of the more significant adjustments in recent memory (because nobody reads the press releases), when he told Automotive News [sub]’s Dave Guilford

I just switch it into extended range mode, and I drive on fuel until I get there. When I drive in the little villages and towns, I drive in electric mode.

The reason it was important here is we have cities — like London — where you don’t have to pay a congestion charge if you’re running purely on battery. You save the battery for when you need it.

Gosh, that’s an interesting idea. It would certainly help clear up some of the confusion in the marketplace about why the Chevy Volt is the way it is. Imagine the tagline: “Gas or electric? You decide.” So, how about it, GM? Will that feature come to the US?

Chevy-Dealing Congressman: "There Is No Market" For The Volt

In addition to being a representative from Pennsylvania, Republican Mike Kelly is also a Chevrolet dealer whose family has sold Chevys since 1953. But in recent hearings on government fuel economy ratings, he laid into his brand’s green halo car, the Chevy Volt with surprising zeal. Or, not-so-surprising, when you realize that he decided to run for congress in the wake of the bailout-era dealer cull.

I’m a Chevrolet dealer… we have a Chevy Volt on the lot, it’s been there now for four weeks. We’ve had one person come in to look at it, just to see what it actually looks like… Here’s a car that costs $45,763. I can stock that car for probably a year and then have to sell it at some ridiculous price. By the way, I just received some additional information from Chevrolet: in addition to the $7,500 [federal] tax credit, Pennsylvania is going to throw another $3,500 to anybody foolish enough to buy one of these cars, somehow giving them $11,000 of taxpayer money to buy this Volt.

When you look at this, it makes absolutely no sense. I can stock a Chevy Cruze, which is about a $17,500 car and turns every 30 to 40 days out of inventory… or I can have a Volt, which never turns and creates nothing for me on the lot except interest costs… So a lot of these things that we’re seeing going on have a tremendous economic impact on people who are being asked to stock them and sell them. There is no market for this car. I do have some friends who have sold them, and they’re mostly to people who have an academic interest in it, or municipalities who are asking to buy these cars.

With dealers like that, who needs competitors? Seriously, Kelly even says he fired the guy who ordered a Volt for his dealership… which he then counts against the Volt’s job creation record. Hit the jump for the rest of his quote.

GM: Volt Second Shift Delayed, 60k Global Units Still Planned For 2012

The Chevrolet Volt may be beating cars like the Jaguar XF and the Lincoln MKT in the sales race, but GM won’t come close to building 120,000 of the plug-ins next year as the Department of Energy was expecting. Today GM confirmed to Automotive News [sub] that it will make 60,000 Volts next year… and it will do so while remaining on a single shift. GM had previously planned to add a second shift at the Det-Ham plant late this fall, but is putting that off until midway through next year, when production of the ’13 Malibu begins there. Until then, The General is adding 300 workers to the 10-hour, four-days-per-week single shift, a move the company says

will significantly reduce costs, and has no impact on the plant’s ability to make 60,000 Volts and Amperas (the European version of the Volt) in 2012.

Think 60,000 units is still more Volt than America will buy? Well, you’re right so far, but 15,000 of those will be exported to Europe, so GM only has to sell 45,000 US-market Volts next year. Although considering the Volt won’t crack 10,000 units this year, that’s still some strong projected growth. And as usual, the union local President sums up the situation with more candor than any executive would:

The sooner the better, but I guess demand will dictate when that happens. Hopefully we’ll get a third shift someday, too.

Year after year in multiple customer service surveys from groups like JD Power and CR, Nissan frequency scrapes the bottom. Personally, I really like the never seen new Z, but after having several truly awful Nissan dealer experiences, my shadow will never darken a Nissan showroom. I'm painting with broad strokes here, but maybe it is so ingrained in their culture to try to take advantage of people who might not be savvy enough in the buying experience that they by default treat everyone like idiots and saps. All of this has to be frustrating to Nissan HQ as they are improving their lineup but their dealers drag them down.
