    You have to see this both ways. Should he have to shut down his business because of an NHTSA screw up? Since the database from the NHTSA has been down since June 4, he would be losing a lot of money if he did the same thing. If you think the answer is yes, then he might have grounds to sue the NHTSA for damages to his business by their negligence. Time to pick your poison.

      then he might have grounds to sue the NHTSA for damages to his business by their negligence. Unless he has a contract with them and they've violated it, he's out of luck. Besides, he has the ability and responsibility to clean the database before he sells it. He could also be sued if there is an issue and the breach is traced back to him.
