This is actually their mobile-service van. With only a token number of dealers/service centers, the van goes to an owner's house for annual service, instead of requiring the owner to bring his/her car in.
In a few years they'll be able to replace that Express with a Tesla commercial van...being towed by a Sprinter when it runs out of range.
