The ban couldn't possibly have anything to do with stimulating new car sales or giving the commissars more parking spaces or tidying-up the city for tourists or anything other than saving the children.     Rumour has it that Putin and his cleptocratic clique own Gazprom, they don't need no car dealerships. If I had to guess I would say that the reason is that the traffic was getting too crowded and even the blue emergency lights that all the big shots have up on their limousines were no longer useful so they came with a better idea; create a law that only those with deep pockets can possibly comply with but only because they have little regard for other more important laws such as laws against stealing state property, racketeering, extortion etc.
