The new acting administrator of the Environmental Protection Agency, Andrew Wheeler, has jackknifed former EPA head Scott Pruitt’s decision to quit enforcing the strict sales limits imposed on glider trucks.

If you’re unfamiliar with the term, they’re basically new heavy commercial trucks that use old powertrains. Advocates argue that using refurbished engines and transmissions save business owners loads of cash and promote recycling, since the internals would likely end up in a scrapyard. However, many complain that glider trucks simply exist to circumvent emissions regulations.

During President Obama’s tenure, the EPA said that if gliders were allowed through 2025, they would make up a scant five percent of the freight vehicles on the road — but would account for one third of all nitrogen oxides and particulate emissions from the heavy truck fleet. Volkswagen’s commercial vehicles division is eager to enter the U.S. heavy truck market, and it just found a partner to help pull it off.

Volkswagen Truck & Bus has announced it will buy a 16.6 percent stake in U.S. truck maker Navistar International Corp., a share buy worth $256 million. Both companies hope to save money (and make more of it) through the technology-sharing deal, with joint products on the horizon. (Read More…)

You know the world is a bit upside-down when master wordsmith Jack Baruth spins a web so tight in favor of the EPA and CARB that even the Best and Brightest can’t see through it.

Jack makes a valid point today: light-duty trucks, especially those of the diesel variety, are often driven by people who don’t need the capability that those trucks provide. It’s those diesel pickups that spew tons of particulates and NOx into the atmosphere, both of which are harmful to human health. Goodbye, he says to the light-duty diesel truck, before we turn into Europe. Turbo-fed gasoline engines offer just as much torque as their diesel-powered brethren, he exclaims. There’s no need to buy an $80,000 phallus extender. What do you think of this twin-turbo V6 Raptor?

However, Mr. Baruth stopped just short of saying recreational use of light-duty diesel trucks should be outright banned, instead offering up a solution that’s analogous to gun control.

UBS has cut Fiat’s rating from “buy” to “neutral”. UBS cites its cautious views on car demand in Europe and Brazil as well as heavy trucks and machinery, the areas in which Fiat are strongest. UBS notes that Sergio Marchionne’s grand scenario of spinning off Fiat’s auto division is still the company’s goal, and PSA Peugeot-Citroen as a “likely candidate”. In the near term, UBS thinks that Fiat’s market share price of €10 per share is fair, as a consolidated manufacturer. Another reason why UBS cut Fiat: Chrysler. The article finishes with a stark warning that the “value of Chrysler to Fiat has been cut to 1 euro from 2 euros.” In the interest of fairness, we shouldn’t listen too much to the stock market as these are the same people who proclaimed that the banking sector was in rude health, right up until they asked for a bailout, catching the market “by surprise”. Especially considering Sergio Marchionne is the non-executive vice chairman of UBS’s board of directors. These caveats aside though, it’s important to note that Chrysler has realistically gotten Fiat no closer to the magical 5m annual sales number it needs to spin off its auto business, nor has it added real value. And Marchionne is apparently eying up PSA as the next target in his mad march to world domination. What a gas.
