What's Wrong With This Competition?: Canadian Car Of The Year Edition
It’s safe to say that most of the seemingly infinite number of “car of the year” competitions are so utterly bunk that they’re not even worth the effort of exposing. But the reality is that you still see advertisements for cars proudly proclaiming them the favored choice of some local, national, or media outlet’s car of the year competition. So, to show just how non-representative and unscientific these awards can be, we thought we’d share the categories from the Automotive Journalist Association of Canada (AJAC)’s “Test Fest,” which will determine the “Canadian Car Of The Year” as well as the favored cars in several categories. Our Canadian tipster writes:
They do all kinds of crap that skew the results. For example, they use the cars “as tested” price to determine what category it falls under, rather than MSRP. So what category the car falls under is completely at the whim of whatever car the manufacturer drops off and what category THEY want the car tested in. You could have an Elantra fall into the “Over $21,000” category or “Under $21,000” category depending on content. Same car, 2 different categories. But it gets better. Some of the categories I call “lump” categories because they just throw everything in one category. My favorite is Sports Car Under $50K. They actually have the Veloster competing against an Charger SRT8 and a C Class Merc. No, I’m not making this us. I’ve included the list for you, so that you may try and decipher WTF these boobs are doing.

Photo Radar Revolt Spreads to Canada
Jurisdictions throughout the United States have been dropping the use of red light cameras and speed cameras. On Tuesday, the revolt spread to Strathcona County, Canada where the county council voted 5-4 to replace automated ticketing machines with real, live police officers.
“As far as we can tell, other than British Columbia a few years ago, we’re the first jurisdiction in Canada to remove photo radar,” Councillor Brian Botterill told TheNewspaper in an interview.

The arrest of 13 young supercar drivers near Vancouver, British Columbia is not necessarily the sort of piece I’d jump all over right away, but it did inspire quite a number of emails from readers tipping us to the story. I’m always intrigued by stories that inspire a lot of tips, but after reading the Vancouver Sun follow-up, I was even more disappointed with the story. To wit:
The drivers face charges of driving without due consideration for others, which comes with a $196 ticket and six driver penalty points, which will trigger a $300 penalty point premium.
Gaumont said there is a lot of disappointment that the drivers face only $196 fines, but there is not enough evidence to charge them with the more serious offence of dangerous driving.
“We don’t have police officers who observed the offence, and we don’t have lasers and radars that have the speeds,” Gaumont said. “We have to really depend on third-party individuals who had called in.”
If I’ve got this right, we’re supposed to be outraged by young people in fast cars, and society’s inability to stop them from wreaking their “speeds upwards of 200 km/h” terror. For me, though, the overriding reaction to this story is “how uncool doess this make the supercars look?”
Canada: Anti-Photo Enforcement Effort Heats Up
A campaign to reform or eliminate the use of red light cameras and speed cameras is heading up in Winnipeg, Canada. Earlier this month the group WiseUpWinnipeg kicked off the effort with a two-page, full-color advertisement in the Winnipeg Sun newspaper.
“Attention Winnipeg drivers, you are being deliberately deceived,” the ad warned. “The city of Winnipeg is engaged in a deliberate and dangerous campaign to induce photo enforcement violations and siphon your hard earned (cash).”
The Truth About "America's" Small Car Comeback
With new compact and subcompact models from Ford and GM enjoying respectable sales, the mainstream media has been indulging in some “feel-good” headlines, like the New York Times’s Detroit’s Rebound Is Built on Smaller Cars, or CBS’s more equivocal Can small cars rebound U.S. auto industry? It’s an understandable instinct, as the media has long battered Detroit’s inability to build competitive compact and subcompact cars, and in the post-bailout atmosphere of redemption, these headlines definitely help reassure Americans about the value of their “investment.” Unfortunately (if unsurprisingly), however, these pieces gloss over the full truth of the situation. Yes, Ford and GM are enjoying improved sales success with small cars. The “U.S. auto industry,” on the other hand, isn’t actually getting all that much out of the situation, beyond some fluffily positive press. Here’s why:
Honda Hacked – Again
Some hackers must have some serious beef with Japanese companies. It’s getting painful. Sony, still reeling from a massive security breach, now received an invitation to a congressional grilling. Sony is not alone. Honda Canada found personal information from 283,000 Honda and Acura customers stolen. Jerry Chenkin, executive vice-president and chief compliance officer at Honda Canada Inc., confirmed to The Toronto Star “that names, addresses and vehicle identification numbers were taken from the company’s e-commerce websites myHonda and myAcura, with suspicious activity on the site first detected in late February. “
Impala Production Shifts To Detroit, Creates "Nervousness" In Oshawa
When I visited GM’s Detroit-Hamtramck Assembly plant back in October, I was greeted with a few surprises. One was a small fire that flared briefly on my sweater after a cinder from the Volt’s body-welding station struck me. The other was the sight of GM’s latest, most high-tech green car being assembled on a line that was filled with GM’s oldest-school dinosaur cars, the Cadillac DTS and Buick Lucerne. The scene was no doubt intended to inspire appreciation for the changing face of GM, but the scarcity of Volts amid the oceans of giant front-drive barges (production was just beginning) made it clear that it would be a while before Volt production would occupy much of the sprawling facility. With the DTS and Lucerne headed for retirement, the new 2013 Malibu will be taking up residence at Detroit-Hamtramck later this year, even as Volt production capacity is increased to hit next year’s 60k unit goal. And now GM is announcing that the next generation of Chevy Impala will be built at Detroit-Hamtramck as well, leaving folks in Oshawa saying “eh?” (or words to that effect).
Canada: Group Protests Winnipeg Speed Camera
Activists in Winnipeg, Canada have hounded city officials about problems with the photo radar program. The group WiseUpWinnipeg caught the city using improper warning signs, hiding information from freedom of information requests and exploiting short yellow timing at intersections. The group’s leader, Larry Stefanuik, believed it was time to “amp it up” after his findings have been ignored.
Canada: Speed Limit Signs Inadequate Near Camera Trap
Activists in Winnipeg, Canada yesterday charged city leaders with using photo radar to exploit a hard-to-see sign used to provide notice of a change in the speed limit. To make its case, WiseUpWinnipeg broke out a copy of the official regulations governing signs, the Manual of Uniform Traffic Control Device (MUTCD) for Canada, to determine whether the speed limit signs were placed in accordance with national standards. The group concluded that several of the signs are substantially out of compliance.
Alberta: EVs Could Kill Canada's Oil Sand Mines, And Jobs
Alberta is a province in Canada. A lot is agricultural, but what is much more important are the treasures beneath the soil. Alberta sits on more than 1.7 trillion barrels of bitumen, better known as oil sand. That’s about equal to the world’s total proven reserves of conventional petroleum. Canadians are troubled that EVs might ruin these riches.
Alberta, Canada Cancels 141,729 Photo Tickets
Unable to verify the accuracy of certain speed camera readings, the government of Alberta, Canada announced Monday that it would issue full refunds to motorists. Doubt surrounds speeding citations issued from any of the forty-seven red light camera intersections in the city of Edmonton under a program known as “speed on green.” The refunds cover automated tickets mailed between November 2009 and January 14, 2011.
“This is the right action to take,” Minister of Justice and Attorney General Alison Redford said in a statement. “Our first concern is the fair administration of justice, and we cannot proceed with legal action when there is doubt about the accuracy of the city’s speed on green ticket technology.”
Car Production Up, Jobs Go South
Bailing out the U.S. auto industry was all in the name of jobs, jobs, jobs, and the recent sales increases in new cars should have made a decent dent into the jobless rate. It just didn’t work out quite as expected. By the end of the year, J.D. Power expects that 11.8 million units will have been made in North America, up 38 percent from 8.5 million units in 2009. And where did the jobs go? They went mostly south.
Canada: City Officials Remain Secretive About Photo Ticket Program
A watchdog group last week filed a complaint with Canada’s privacy commissioner and the Manitoba Ombudsman’s Office over the city of Winnipeg’s refusal to release data about its photo enforcement efforts. Over the past five months, WiseUpWinnipeg had filed three separate requests for basic information under under a freedom of information law known as FIPPA, but city officials have refused to comply.
Things Get Chilly In The Great White North. For One Car Maker
The Vancouver Sun reports that pretty much, across the board and across the border, Canadian sales rose. GM’s sale rose 11 percent year on year, Ford’s sales rose 8 percent and is now within a whisker of taking the number one slot from General Motors. Honda’s sales grew 14 percent. As did Nissan’s at 4.5 percent. And Hyundai-Kia who reports rises of 8.6 percent and 17 percent, respectively. Even the smaller players had reasons to celebrate. VW went up 21.5 percent. Mitsubishi has a stonkingly good month with sales rising, YOY, by 27.2 percent. Even Volvo’s sales grew 13.9 percent. Yep. Life is good, north of the border. Except for one.
Ford: Trucks Are Evil
Remember how we used to lament how Detroit was too truck and SUV heavy? Ford agrees. They think people buy way too much of the big stuff, and it will come back and haunt us. At least in Canada Ford thinks that way. The Calgary Herald reports that David Mondragon, chief executive of Ford Canada, has said that a combination of high incentives, low oil prices and pent up demand have created a short term boom for truck sales. “That’s a segmentation shift that’s not healthy for the environment, not healthy for the economy and long term, we need to see that shift go back to a more balanced approach,” said Mr Mondragon. That’s right. He said that the boom in trucks cannot last and that Ford must be prepared for the when that happens. Wow. A Detroiter (well, a VERY northern Detroiter) is actually suggesting that they may have to prepare for when the party ends?
Canada: Court Faults Police Cash Grab
An Ontario, Canada judge in July faulted the Ontario Provincial Police (OPP) and Attorney General of Ontario for attempting to confiscate $46,078 contrary to the law. Officer Paul Barkley had pulled over a 2000 Mazda traveling on Highway 401 near Morrisburg just after midnight on October 16, 2009. Barkley had assumed the driver, Remus Petran, might have been drunk because he was driving below the speed limit. After speaking to Petran, who was sober, Barkley decided to search the vehicle.
In the Mazda’s trunk, Barkley found a gym bag containing CDN $74,980. Petran explained that he worked in construction and was paid in cash. For this, Petran was arrested for possession of property obtained by crime and his car towed away. After police found no evidence of a crime, Petran was unconditionally released with his car and without any charges filed — but police kept the cash.

With the autoblogosphere abuzz over Peter Cheney’s “unintended acceleration event,” Jill McIntosh has made a fascinating connection between one auto-journo’s son’s voyage of manual transmission discovery, and a former Ontario Attorney General’s killing of a cyclist back in September. Linking to a Toronto Star report on the trial of Michael Bryant, who killed cyclist Darcy Allan Shephard, McIntosh notes a strange similarity between that fatal incident and Cheney Junior’s garage door tango:
According to a statement read in court, reprinted in the Toronto Star today: Bryant hits the brakes. His vehicle stalls. Bryant tries to start his car, but it stalls again, lurching forward … Bryant tries to start the car again. He’s concentrating on the Saab’s sensitive clutch with his head down. He succeeds at restarting the engine and the Saab accelerates into Sheppard, who lands on the hood.
Obviously, two incidents do not a crisis make, but this is hardly the only evidence suggesting that manual gear-swapping is fast becoming a lost art. But do we really want to further stigmatize manual transmissions by mandating special licenses for manual-equipped cars, as McIntosh suggests?

When we reported that unintended acceleration in general and Toyota in particular are not a big topic in Europe and Japan, the answer was: “What do they know? They use their excellent public transport system and drive less.” (A myth, by the way. Unless there are mandatory annual odometer readings, nobody knows for sure. But the generally accepted average number of miles driven by year and car is 12,000 in the U.S.A. In Germany, the industry works with a 20,000 km average. Which is 12,427 miles.) The only countries halfway accepted as comparisons were Australia and Canada. Well, their numbers are in.
Hyundai Mulls New Canada Plant
Canoe.ca reports that Hyundai are considering the option of a new production plant in Canada, provided the brand’s sales growth continues its upward momentum. “In Canada, if our volumes grow to the point we could support a plant we would consider it”. President and Chief Executive of Hyundai Canada, Steve Kelleher said. But, he warned, “for manufacturers there is a real urge to grow sales and put up plants to meet that growth, but if you do it too fast you lose the focus on what got you to where you are in the first place, and that’s quality.” Goodness, what could he possibly be referring to?

200 Canadian GM Dealers File $750m Class-Action Suit Over Dealer Cull
The Globe and Mail reports that Toronto-based Trillium Motor World has filed a $750m class action suit on behalf of 215 culled Canadian GM dealers. The suit names General Motors and, in an interesting twist, its law firm Cassels Brock & Blackwell LLP. According to a suit’s statement of claim, Cassels Brock was representing Canada’s federal government in bailout talks with GM at the same time as it was representing the Canadian Automobile Dealers Association, a relationship it never disclosed to the dealers. Conflict of interest much?

What, GM actually has the money to BUY companies? Suzuki says they want sell the whole shebang in their 50:50 joint venture in Canada to their JV partner, General Motors, says the Nikkei [sub]. That would be the end of a more than 20-year marriage.
Canadian GM Dealers Sue GM
North of your border (not mine), GM dealers are slightly annoyed. In fact, they’re fuming. Topnews.us reports that Bob Slessor, owner of a dealership for GM has sued the firm after he was informed that his dealership would be closed before the end of 2009. And don’t think he’s the only one, 12 dealers are submitting multi million dollar lawsuits against the automotive arm of the U.S government. The lawsuits hinge on the way GM approached these dealer closures. Bob Slessor claim that GM used “high handed and oppressive” tactics. The plaintiffs are looking for a permanent injunction against their terminations and $1.5 million in punitive damages. The report didn’t state whether that figure was in U.S or Canadian dollars.
Scion Takes Over For Saturn As Canada's Struggling Niche Brand Of Choice
Ever since GM announced that Saturn would be winding down, there’s been a niche-brand-like hole in the Canadian car market. And rather than learning from GM’s struggles, Toyota’s jumping right in to repeat them. The Star reports that ToMoCo have announced that Scion is going to Canada. Toyota will start off with 45 dealerships in urban settings (makes sense for an urban marque, I suppose); 20 in Toronto, 18 in Montreal and 7 in Vancouver. It’ll start off as a “store within a store” format. “The next generation of young car buyers is carving its own unique social and cultural experiences and Scion dealers will be part of their lifestyle,” Larry Hutchinson, Scion’s director in Canada, said. Canada: Motorists Protest Illegal Work Zone Photo Radar
Officials in Winnipeg, Canada were caught this weekend defying a court ruling that outlawed the use of photo radar in work zones when workers are not present. A group of residents organized by the group WiseUp Winnipeg have decided to fight back, first by recording the automated ticketing van as it operated in a Route 90 “construction zone” on October 10 at 3:30pm with no workers in sight.
More Canadian Outrage: Trucker Fined For "Workplace Smoking"
And there I was, thinking Canadians represented the sensible third of the North American continent. And then they go and blow it all by saying something stupid like “You’re nicked, mate!” Do Canadians say that? Do they call their cops “the plod?” Anyway, The Globe and Mail reports “an Ontario Provincial Police officer noticed the driver of a tractor trailer [not shown] was smoking a cigarette as he pulled up alongside the vehicle on Highway 401 outside Windsor . . . The policeman charged the 48-year-old trucker, who is from London, under the Smoke-Free Ontario Act, which prohibits smoking in enclosed workplaces and public places.” As we like to say here in The Land of the Free, that’s some fucked-up shit. No, really. “Constable Shawna Coulter, a spokeswoman for Essex County OPP, said it is the job of police to enforce the law, no matter how unpopular. She also noted that smoking while driving is unsafe.” The trucking company’s defense is even less credible—and more convoluted.
Canada Contemplates Random Breath Tests
CBC News reports that Canada’s federal Justice Minister Rob Nicholson brought some glad tidings to a recent meeting of Mothers Against Drunk Driving. According to Mothers Against Drunk Driving (MADD) chief executive Andrew Murie, Nicholson promised to consider legalizing random breath tests for Canadian motorists. Surprisingly (at least to me), this is not news. “In June, a House of Commons parliamentary committee recommended changing the legislation to allow for random testing, arguing it is an effective deterrent. The change would also bring Canada in line with a number of other countries in Europe and countries like Australia, which have adopted similar measures.” Hey, if you’ve done nothing wrong, you’ve got nothing to fear right? I mean, if a police state saves ONE CHILD, it’s worth it. And MADD reckons it could save HUNDREDS of poor innocent children from the murderous hands of drunk drivers. “Murie said [random breath tests] biggest selling point is that it improves road safety, with drunk driving fatalities dropping 36 per cent in Australia after legislation was introduced, and 23 per cent in Ireland when it made the change.”
Toyota Angry At Ontario's "Disguised" Chevy Volt Subsidy
America and Canada have spent tens of billions in taxpayer money “saving” Chrysler and GM. During this Year of Living Parasitically, Toyota hasn’t said boo to a proverbial goose. This despite the fact that a non-governmental ChryCo Old GM Chapter 11/7 would have eliminated most of the North American market’s production over-capacity, setting the stage for a more rapid recovery. Politics, doncha know. Anyway, yesterday, sitting in a Volt prototype at a Toronto GM Chevrolet dealership, Ontario Premier Dalton McGuinty made an announcement. After July 10, 2010, customers plunking for plug-in hybrid and battery electric vehicles would be eligible for a $10,000 rebate. The car most likely to be so blessed: the Chevy Volt. But that’s not what really got Toyota’s goat. As the Leader-Post reports, “Mr. McGuinty said he wants one out of every 20 vehicles in Ontario to be electrically powered by 2020.”

Commentator dinu01 sent us some Canadian sales data (data day at TTAC) courtesy TheStar.com. “Booming Hyundai Auto Canada, which bucked the market trend this year, broke into the top five for the first time in June as sales surged 25.5 per cent to 10,104. Its sales have shot up 21.4 per cent to 52,454 in the first six months despite the industry’s sharp downturn.” The Korean automaker’s fortunes have soared even as GM and Chrysler Canadian sales have tanked. Hmmm. I wonder what that’s all about . . .

Canadian Smart Licenses Raise Privacy Issues
Here’s a story that proves that incompetence and general apathy isn’t limited to the DMV where Patty & Selma Bouvier earn their living. Starting now, Quebec motorists can offer up $51.97 above the current cost of a driver’s license to obtain what the provincial government is calling “Smart” driver’s licenses. These licenses will come equipped with an RFID chip that can be scanned remotely by US border guards to identify approaching drivers. Introduced by Quebec’s version of a DMV, the SAAQ, these chipped IDs are meant to allow Quebecers to comply with new Department of Homeland Security regulations that require government-issued identification when entering the US by land. Here’s the problem: The (highly personal) information emitted by the RFID can also be read by anyone else who, with $250 and a working knowledge of eBay, can obtain the necessary equipment. To make matters worse, no encryption or security measures were implemented on these “Smart” licenses. Needless to say, it’s an identity thief’s wet dream.

Bailout Watch 476: Canadian Government Fronts ChryCo CA$250 Million for Payroll
Mega dittos from our neighbors to the north. The Globe and Mail reports that the Canadian government is also playing hard man re: GM and Chrysler’s call on federal bailout bucks. Yada, yada, yada, restructure, union concessions, new plans, bankruptcy. And then, this:
Chrysler was unable to meet its Canadian payroll today without a $250-million advance on a $1-billion bridge loan from Canadian taxpayers. To qualify for up to $4-billion in long-term aid, Chrysler has to conclude now-stalled negotiations with the CAW on a cost-savings contract and complete the Fiat deal.
To stave off an immediate crisis, the federal and Ontario governments offered the bridge loans—including up to $3-billion for GM—to allow them to continue operating while they work to satisfy U.S. and Canadian government demands.

Followers of the Motown meltdown may have detected a strong whiff of mafioso about the whole enterprise. Did I say enterprise? That sounds a bit too industrious, even though the automakers have been working hard to turn $7 million worth of your hard-earned taxes into about $35 billion in additional bailout bucks. On the other hand, we have the term “criminal enterprise.” As in you pay me my money or I’m gonna hurt you. If you still don’t pay, I’m gonna NSFWing kill you. Chrysler LLC said today it may close its plants in Canada unless it gets sufficient labor concessions as well as government aid and resolution of a tax dispute.

Ford: Bailout-Free But Still Begging
Ford gets props from anti-bailout folks for being the only Detroit automaker to not seek TARP bailout loans. But as several stories today indicate, Detroit’s putative last man standing is still seeking government sugar, if only in less direct ways than its hapless competitors. Automotive News [sub] reports that Ford is requesting the German government to extend its cash-for-clunker rebate, threatening temporary plant shutdowns if the handout sunsets at the pre-arranged 600K unit mark. “The bonus is smart, simple, and it works,” says Ford sales poobah Ingvar Sviggum. “Here is my appeal to the German government: The bonus is good for the auto industry, the country and for the consumer. So please stay with it. If the scrapping premium is not extended, there will be a dramatic decline in demand in the second half of the year as a result.” Just over 200K of the rebates have been claimed, leaving about 400K still to be claimed in the measure’s original run. But, y’ know, extend it anyway. Or else.
"GM Had a Gun to the CAW's Head – and Missed"
Best. Headline. Ever. But then Canada’s Globe and Mail threw out their word mincing machine sometime around the turn of the last century. The paper shows its stones by revealing that the new deal between Generous Motors and the Canadian Auto Workers isn’t what you’d call onerous. Not by a long chalk.
The extra holidays remain intact in the new, cheaper version of GM Canada’s deal with the CAW, negotiated over the weekend. So does the child care subsidy (up to $2,400 per kid per year) and the car purchase discount (up to $2,600), which GM Canada – despite being on the brink of crisis – generously extended last spring to some 30,000 retired workers. Canada: Court Throws Out Speeding Tickets in Workerless Work Zones
According to a Winnipeg, Canada court ruling issued last month, “work zone” speed camera tickets are invalid if they are issued in an empty work zone. Judicial Justice of the Peace Norman Sundstrom tossed citations issued to nine defendants who traveled through workerless work zones without exceeding the normal speed limit for the road they were on. The decision was based on a nuanced reading of the interplay between the provincial photo radar law and the law governing construction zone warning signs.

Toyota Not On Canada's Most Stolen List. How Great Is That?
“Like most people, we here at Toyota love good news.” And God knows there’s not a lot of that going around these days. Even for the royal we here at Toyota, where we’re used to making more profit per year than GM’s market capitalization. No really. “So the following piece of business from the Insurance Institute of Canada (IIoC) interests us a great deal.” Well, the intern in charge of finding non-controversial Toyota-oriented material for Open Road, anyway. “The thing that’s caught our attention is a list from IIoC that purports to detail the 10 vehicles that were the most frequently stolen in 2008, and also the 10 cars least frequently stolen.” Sorry about that “purports” thing. You try and post blogs every day with Legal breathing down your neck. “So the good news is that the IIoC listed no Toyota products on the most-stolen list. None. Zilch. Nada. There are lots of other brands represented there, some of them repeatedly. Some luxury brands, some aging economy brands. But not us.” I swear, if TTAC says one thing about how this proves that we’re somehow undesirable, they will not get one press car. Do they get press cars? Oh, OK. Never mind.
