It makes perfect sense to me, but @yankinwaoz also has a point about the fact that they should drive the competition so they know what they're up against.
So what happens when no GM cars available and expense report receipt says "Toyota Corolla"?
Well, yes they should drive the competition so they'll know what they're up against. Such as 2.7 liter Chargers....
