Someone should look into NJ practices for the past 5-6 years. Since most of inmates in state are minorities of sorts, same minority representatives were leading in traffic violations. Now police is tasked with double duty: to provide higher ticket revenues and exonerate minorities from undue taxes on society. Guess to takes it up the slack? West Virginia is not a leader state.
