UK drivers who find themselves in an accident may also see their cell phones confiscated by the police to determine if they were used prior to said accident.

Visordown reports one Suzette Davenport, chief constable in Gloucestershire in charge of roads policing for the Association of Chief Police Officers, issued the order to check all phones on the scene, no matter the severity of the accident.

Alliance of British Drivers treasurer Hugh Bladon fears the order could be abused:

I am 100 per cent against anyone texting while driving, and those caught deserve everything they get. But I’m worried police could overdo it. Just because someone is involved in a minor shunt, surely it shouldn’t mean they should lose their phone.

The order comes as Transport Secretary Patrick McLoughlin proclaimed those who are caught using their phones while driving should see six points knocked off of their license, leading to a driving ban if a driver is caught twice in three years; newly minted drivers would lose their license if caught once during the first two years of holding said license.

A vast number of new cars sold in the United Kingdom end up going to fleet buyers, with strict guidelines dictating what can and cannot be purchased for a company fleet. One of the main stipulations is “no coupes”. But BMW seems to have found a way around that.

The 3-Series is already a popular “executive car”, especially as a company car for upper management. BMW UK claims that 60 percent of 3-Series buyers are from corporate fleets. But the new 4-Series coupe will obviously fail to pass muster. But with the 4-door 4-Series Gran Coupe (aka fastback), BMW is betting big that it will emulate the 3-Series’ success.

Just-Auto reports that the Gran Coupe will get an exclusive 418d trim level targeted at fleets. The 418d will make 143 horsepower and 236 lb-ft of torque, but also emit 121 grams of CO2 per km (just shy of the magic 100 gram mark), enabling better fuel consumption and more favorable road taxes.

The Mitsubishi Outlander PHEV may not be coming to the United States until sometime between the autumn of 2015 and early 2016, but United Kingdom customers are already lining up at their local dealerships for a test drive of the SUV that can be had for the same price as its diesel sibling.

Cambridge News reports one particular dealership, Duxford Motor Group, had conducted 23 test drives during the two-day launch of the PHEV earlier this month, with 40 to 50 parties rebooked for test drives due to its fiscal popularity. According to sales executive Alex Dunn, the Outlander PHEV retails for £28,250 ($48,150 USD) — which includes a government tax credit of £5,000 ($8,522 USD) — the same price as the 2.2-liter diesel variant, and comes with other benefits, as well:

100 per cent write-down in first year, which is a first for employers, and if you’re an employee it’s 5 per cent Benefit in Kind which is astonishing. This is one of very few vehicles which is congestion-charge free and it’s not a little car, it’s a five-seater four-wheel drive vehicle, so it ticks so many boxes fotr [sic] people who perhaps wouldn’t have come to our door before – fans of all the big brands are coming to see us. It’s a tough car too – rock-solid and super-reliable.

The PHEV has an all-electric range of 32 imperial miles before the 2-liter gasoline engine takes over, and delivers 148 mpg between the engine and two electric motors.

Though consumers in the United Kingdom may not have been too interested in electric vehicles last year, Nissan says the majority of those sold belong to the automaker.

Just-Auto reports out of the 2,507 EVs sold in the U.K. in 2013, 73 percent — 1,830 — belonged to the Nissan Leaf. The automaker added that the nation’s EV market continues to be “well-supported” by incentives and breaks on taxes and congestion pricing.

Meanwhile, charging the Leafs continues to be made easier thanks to expansion of the charging network. In 2011, only 752 units were available along the roadway; today, 5,731 thus far. Fast-charging Chademo stations also are on the rise, beginning with 60 in 2013 and growing to 232 currently. Nissan expects 500 of the fast-charging stations to be available all over the country by 2015, with 90 percent of all service areas in possession of a Chademo.

Already available throughout Europe, the Mitsubishi Outlander PHEV is now just arriving in United Kingdom showrooms at a post-credit price tag of £28,249 ($47,000 USD).

Autoblog Green reports the plug-in hybrid SUV without the £5,000 credit would start at £33,249 ($55,000 USD), but with the credit, the starting price is around the same level as its diesel-powered sibling, thus allowing UK consumers to pick the SUV they want without worrying too much about affordability.

As for what they will get out of their Outlander PHEV, the hybrid has a range of 32 miles in all-electric at a limited speed of 75 mph, and can tow over 3,000 lbs.

On sale now, the first SUVs will arrive in May, with the PHEV arriving in the United States in 2015, which will share a facelift with its U.S.-based gasoline-powered twin. No word on how the PHEV will be priced in the U.S.

A study issued earlier this month by the Society of Motor Manufacturers and Traders has concluded that modern diesel engines in the United Kingdom are 21 percent cleaner than that were a decade earlier.

Hybrid Cars reports the group’s New Car CO2 Report also found modern diesels to be 27 percent more economical than in 2003, greatly aided by technologies — including stop-start and common-rail systems — in reducing emissions and running costs.

Average UK vehicle CO2 output fell 29.1 percent over the past 14 years to just 128.3g/km, achieving the 130g/km target set by the European Union for 2015.

For their part, Bosch — one of the manufacturers at the forefront of advancing diesel technology — says it will continue to move diesels forward in the march toward further cleanliness and efficiency, going so far as to include hybrids — such as the Bosch-augmented Peugeot 3008 HYbrid4 — in order to meet the 2020 standard of 95 grams of carbon dioxide per kilometer.

With a forecast of low sales growth in Europe expected to remain in place for the next few years, Honda has decided to scale back production at its plant in Swindon, England.

Reuters reports the plant will go from three shifts to two, resulting in a 10 percent layoff in the workforce. Honda will build about 120,000 vehicles annually, down from 140,000 in 2013. Swindon has the capacity to build 250,000 cars per year, but at projected levels, the plant will be severely underutilized.

Though Honda Motors Europe senior vice president Ian Howells said his company had not seen the growth it expected in 2013 in the European market, figures for January showed overall sales climbing 5.2 percent on the strength of demand from Italy, Portugal and Greece. Meanwhile, the United Kingdom’s sales climbed 10.8 percent in 2013 to 2.26 million vehicles.

Now that Sergio Marchionne has succeeded in joining Fiat and Chrysler together, for his next act he’s planning on moving Fiat’s headquarters out of Italy. While such a move has tax advantages, it would present a political and public relations challenge for Fiat and Marchionne in their home country. According to Reuters, the new entity, dubbed Fiat Chrysler Automobiles, will be a Dutch-based company with a UK tax domicile, while shares are listed on the NYSE with a secondary listing in Milan.

Marchionne is aware that locating the headquarters outside of Italy, where Fiat has operated for 115 years and has received government funding, or outside the United States, where Chrysler was bailed out by the federal government, could make waves and there is the possibility that the Italian government might intervene. “I’ve seen weirder things happen,” Marchionne said to journalists at the recent Detroit auto show. “So I sincerely hope they don’t create obstacles.”

The deal for Fiat to take complete control of Chrysler after buying the UAW retiree health benefits trust’s stake in the Auburn Hills based automaker was consummated last week and the result is the world’s 7th largest automaker, holding brands that include ,Alfa Romeo, Dodge, Ferrari, Jeep and Maserati along with the two corporate brands.

Marchionne is emulating what he did when he spun off CNH Industrial from Fiat: register the group in the Netherlands with a UK tax domicile. Marchionne has previously said that CNH Industrial will be used as “one of the technical blueprints” for Fiat-Chrysler. CNH is registered in the Netherlands, tax-resident in Britain and traded primarily on the New York Stock Exchange, with a secondary listing in Milan.

Marchionne, who trained as a tax accountant before attending law school by training, will present his plans to the Fiat board of directors today. Publicly he has insisted that moving the HQ and listing on the NYSE reflect “access to funding” more than tax considerations, saying that profits are taxed where they are made with “no impact” on the Italian government’s tax revenue. Because of tax credits for previous years’ losses, Fiat will not have to pay domestic Italian taxes for years to come. Still, to reduce tax burden, manufacturers can adjust the amounts of total profit attributed to the production, export or sale of each vehicle in different countries.

In the United States, most vehicles leaving the showroom today come with some form of shifting that involves very little, if any, input from the driver, from the dual-clutch driven Porsche 918 Spyder, to the CVT-powered Nissan Versa Sedan.

In the United Kingdom, however, the manual is still king.

While higher-end vehicles sold in the U.K. no longer bother with a third pedal to help move the gears along, a good 75 percent of all cars sold between January and October of this year came equipped with a manual. This may be due to the fact that driving tests administered in the country are tied to the transmission directing the power; were one to turn up in a dual-clutch variant of the RenaultSport Clio 200 for their test, they may find themselves legally unable to row their own later in life unless they opt to go through the hurdles to be certified to drive a stick.

A scheme to tax cars based on their C02 output could have the unintended consequence of causing UK motorists to scrap tens of thousands of perfectly good cars in the UK, solely because their annual tax rates, based on C02 consumption, have become too expensive for many motorists.

The increase in tax rates would hit tax brackets L and M hardest – these are typically larger engine luxury, performance and off-road vehicles that emit 226 grams of C02 per 100 km or greater. For comparison, a Toyota Prius would qualify for the “A” band (under 100 grams) and is exempt from paying road tax. A Porsche 911 falls under the highest tariff “L” and “M” bands, depending on the model.

Owners of older vehicles that consume relatively more fuel and produce greater levels of C02 could be looking at annual tax rates that amount to as much as one third of their vehicle’s value. Motorists could be eager to dump these cars, further pushing down their residual values, leading to a situation where numerous vehicles in good working order are sent to the scrap heap for no other reason than high tax rates.

Just-Auto spoke to CAP, a vehicle valuation company, regarding the scenario

“We are now in the crazy situation where perfectly good cars have become uneconomical to own because the cost of taxing them could soon approach half their car’s value.

This means more and more cars will become unsalable and will have to be scrapped long before the end of their useful life. Scrapping serviceable cars for the sake of a tax disc makes a mockery of environmental taxes as owners already tend to limit their mileage because the cars are relatively uneconomical. 

Throw in the carbon footprint of building the cars that replace those that are scrapped and the environmental justification for taxing these cars off the road collapses. The government should now consider lowering VED [Vehicle Excise Duty] rates for cars that fall into the brackets L and M after a certain age. This would prevent this potential waste of vehicles that do relatively little harm to the environment but provide cheap and comfortable transport for thousands of hard-pressed motorists in austerity Britain.”

Dacia showed off their Lodgy MPV today, giving more fodder for Dacia fans who became aware of the brand via their slavish devotion to Top Gear. The Lodgy is a small minivan available in 5 or 7 seat configuration and sold under a Romanian auto brand certain to go on sale in the rest of Europe, but maybe not in the UK.

Buried within the Dacia press release is a vague statement about UK sales. According to Dacia a”…decision on commercialisation of Lodgy in right-hand drive for the UK market is still to be finalised.” Dacia, as you’ll remember, is owned by Renault, which just heavily consolidated (or purged, in the parlance of Ceaucescu-era Romania) their UK lineup amid drastically falling sales.

While the famed Renaultsport hot hatches were untouched, practically everything else was given the ax in the UK, along with a 33 percent of their dealers. Renault is hoping to move upmarket, leaving Dacia to sell the cheap stuff (while their big Laguna range will be replaced with crossovers) the Scenic MPV, which also offers 5 and 7 passenger seating. Renault is likely evaluating whether there’s a business case to be made for the Lodgy, or if the car will cannibalize sales of the Scenic. One thing is certain; we won’t be the first to make “Dodgy Lodgy” jokes or puns.
