Volkswagen Chattanooga Tower

As Volkswagen plans to expand in Chattanooga and Puebla, the Canadian government is loaning €400 million ($433.8 million USD) to the German automaker in exchange for possible future supplier business.

Export Development Canada, a Crown corporation (an entity owned entirely by the Government of Canada), announced the “financing is designed to create opportunities for qualified small and medium-sized Canadian companies to win new business with the global automotive giant as they grow their operations in North America.” The loan is being extended to Volkswagen with “market-rate interest and administrative fees.”

“There’s no doubt Canada needs Volkswagen more than Volkswagen needs Canada,” said Phil Taylor, spokesperson for EDC, to the Windsor Star.

The financial agreement gives smaller Canadian companies exposure to Volkswagen as they tool up their North American operations for future product. Suppliers can register their products or services on a website run by EDC.

2015 Volkswagen Tiguan

The three-vow version of the Volkswagen Tiguan will hit showrooms from Puebla, Mexico in 2017.

AutoGuide reports Volkswagen is investing $1 billion into its Puebla facility in preparation of the vehicle, with the funds going toward expansion and modernization, as well as tooling. The expansion will add 295,275 square feet to the facility.

Once ready, the plant can build as many as 500 Tiguans per day for markets in both Americas, Europe and China. Puebla currently assembles the new Golf, which uses VW’s MQB modular platform.

Volkswagen-CrossBlue-Concept

Though the seven-passenger SUV based upon the CrossBlue concept is ready to be built, Volkswagen is being pulled by incentive offers in the two locations fighting for the right to build the SUV: Mexico and Tennessee.

Reuters reports VW would have made its decision by now as to where the new product would be assembled, but sources close to the issue have said the automaker will likely announce the location by the end of June at the earliest. Though Tennessee originally offered $300 million for the SUV, the state government now has to match or better what Mexico offered once the original deal was abruptly pulled off the table in January 2014 ahead of a contentious organized labor election at VW’s Chattanooga factory.

In Mexico, VW invested $700 million toward refurbishing its 50-year-old Puebla plant for production of the new Golf, which will be made alongside the Jetta and Beetle already in production by the plant’s 15,000 employees. If the nation is chosen, the new SUV would be made there or in Audi’s San Jose Chiapa, where the Q5 will be built beginning in 2016.

As for what VW knows about Tennessee’s new incentive offer, the automaker remains silent on the issue beyond confirming they are talking to state officials.

Volkswagen is thinking about moving production of its Tiguan trucklet to North America. Plans for the move are being discussed by Wolfsburg management, the German magazine Wirtschaftswoche reports.

“North America” could be Puebla in Mexico (Jetta) or Chattanooga in the Volunteer State (Passat.) Currently, the Tiguan is produced in Wolfsburg only.

There are two reasons for moving production across the Atlantic:

  • Production would be cheaper and more profitable. Currently, Volkswagen is losing money stateside.
  • The Tiguan is in high demand and German capacities are maxed out. There are long waits for the small SUV.
