It’s official: Panasonic and Tesla have signed an agreement regarding their partnership involving the Gigafactory.

In their joint press release, Tesla will be responsible for preparing, providing and managing the basics of the factory, while Panasonic will build and provide the cylindrical lithium-ion cells needed for Tesla’s battery packs, as well as any equipment Tesla may need. Tesla will also continue to purchase cells from Panasonic’s factories in Japan to meet projected demand.

Tesla Chief Technical Officer J.B. Straubel said the Gigafactory “represents a fundamental change in the way large scale battery production can be realized,” especially when it comes to dramatically reducing the cost of energy storage “across a broad range of applications.” Panasonic Executive Vice President Yoshihiko Yamada added that the Gigafactory partnership would “accelerate the expansion of the electric vehicle market” once production of Panasonic batteries begin.

The Gigafactory is expected to produce 35 GWh of cells and 50 GWh of packs annually by 2020 for both electric vehicles and stationary applications, employing up to 6,500 to produce the batteries.

Fiat Chrysler Automobiles CEO Sergio Marchionne is open to forming new alliance with other automakers as far as cost-savings are concerned, but he maintains that Alfa Romeo is not for sale.

Automotive News Europe reports Marchionne said as much during a conference call regarding Fiat’s Q2 2014 earnings, reaffirming the parent company’s commitment to Alfa Romeo and proclaiming his company is not “in the business of brand-trading.”

Said commitment includes a €5 billion ($6.7 billion USD) investment to help the premium brand become a sought-after global brand of eight new models — underpinned by the upcoming Giorgio RWD/AWD platform — with annual sales of 400,000 by 2018, up from 74,000 in 2013.

As for alliances, Marchionne is open to the idea, though nothing is on the table as of this writing.

It’s almost official: Panasonic and Tesla will enter into a basic agreement where the former will supply the latter with battery-production machines for the automaker’s up-and-coming Gigafactory.

Reuters reports the deal — which will be officially announced by the end of this month — comes with a price tag of ¥20 billion – ¥30 billion ($196.4 million – $294.7 million USD) paid to Tesla by Panasonic.

The battery maker, which wants to be the sole entity under the roof of the as-yet-to-be-located factory, will invest $1 billion overall into the ambitious project, estimated to cost $5 billion in total investment.

With the need to increase supply to meet U.S. demand, Kia is in talks with Mexican officials about building a new factory in the country.

Reuters reports the $1.5 billion facility would pump out 300,000 units annually, and would be located in Monterrey. The output would consist of two small vehicles to start, augmenting the output at Kia’s sole plant in the Southeastern United States.

Nuevo Leon secretary of economic development Rolando Zubrian, along with other state and federal officials, began talks last week with the automaker, and hopes a deal would be made sometime during the first two weeks of August. The plant may also pave the path toward a resumption of bilateral free trade negotiations between South Korea and Mexico.

In today’s General Motors digest: The automaker takes it on the chin in its quarterly report; the analysts have their say; GM Korea could allow its workers to build the next Cruze if only they would put down the picket signs; 45 attorney generals are investigating the February 2014 recall; and CEO Mary Barra will be the keynote speaker for a connected-vehicle forum.

Autoblog reports GM made a net income of $200 million for Q2 2014, in comparison to $1.2 billion during Q2 2013. Speaking of $1.2 billion, that was how much the automaker paid in recall-related repairs this quarter, with a $900 million charge ready for future recall campaigns. Finally, $400 million has been set aside for the Feinberg compensation plan, though $200 million may be added down the road.

Meanwhile, Automotive News collected a number of analyst quotes regarding the poor Q2 2014 showing, including KBB.com’s Jack Nerad proclaiming that while the automaker may be handling recalls better these days, “it is paying for past sins in terms of the bottom line.” Michael Krebs of AutoTrader.com adds that GM “would have had an outstanding quarter” were it not for the ongoing recall parade, and both Brian Johnson of Barclays Capital (but not of AC/DC) and Morningstar’s David Whiston believing brighter days ahead in Europe and outstanding success in China.

Speaking of the Asia-Pacific, GM Korea management informed the employee’s union that if the latter calls off its impending strike over stalled wage negotiations, the next-gen Chevrolet Cruze would be built in its Gunsan facility. The factory — where the Orlando and current-gen Cruze are assembled — is one of four under GM Korea, and boasts a production capacity of 260,000 units per year.

Back at home, The Detroit News reports GM is under investigation by 45 attorney generals over the February 2014 ignition switch recall, as well as auto safety agency Transport Canada. On the federal level, CEO Mary Barra stated she hasn’t met with the prosecutors or the grand jury regarding the U.S. Attorney’s Office and the Securities and Exchange Commission investigations into wire and bankruptcy fraud related to the automaker’s 2009 bankruptcy proceedings.

Finally, Barra will be the keynote speaker at the 21st World Congress on Intelligent Transport Systems in Detroit September 7. The event, focused on connected vehicles, will attract 10,000 guests from 65 countries to share and discuss ideas, challenges and strategies regarding the burgeoning scene. Barra’s keynote will focus on the future of intelligent transportation.

As one of his first major moves since becoming CEO, Ford’s Mark Fields named vice president of engineering Kumar Galhotra as president of Lincoln, effective September 1.

Automotive News reports Galhotra, who will report directly to the new CEO, will be the premium brand’s first president since Al Giombetti left the post in 2007. The move will also reduce executive vice president of global sales, service and marketing Jim Farley’s role with Lincoln, which will be focused on marketing the brand once Galhotra takes over.

The new president — an engineer and product executive who has worked with Lincoln, Ford and Mazda in the past — will bring his marketing experience to the table as Lincoln prepares to launch in China later in 2014; he headed Ford’s Asia Pacific division from 2009 to 2013, and helped bring about the new Ranger pickup to market.

Speaking of the division, engineering director Jim Holland will move from there to replace Galhotra as Ford’s vice president of engineering, reporting to global product development chief Raj Nair.

Having done well with Jaguar Land Rover in its portfolio, Tata Motors is now turning to its premium subsidiary for its own foray into passenger cars and SUVs.

Drive.com.au reports the parent company is using the technical and design know-how JLR to begin growing its passenger vehicle line in Australia and beyond, though Darren Bowler, managing director of importer Fusion Automotive, assures that no badge engineering would occur between the two brands.

What would be shared, according to Bowler, would be platforms and engines, such as the global platform underpinning the upcoming Nexon SUV that could “be used as an Evoque… a Tata, [or] a Jaguar,” as well as the Ingenium family of four-cylinder engines that will soon turn up under the bonnet of many a JLR product.

In the meantime, Tata Australia plans to tackle the medium- and heavy-duty markets with the Ultra and Prima, both joining the light-duty Xenon.

Though it may be a while before the fourth-generation Toyota Prius leaves the assembly line, it may be worth the wait as far as batteries and drivetrains are concerned.

Automotive News reports the new hybrid will have two choices for battery power. According to senior managing officer of powertrain development Koei Saga, both a low-cost nickel-metal hydride unit and a larger-capacity lithium ion pack — for longer electric-only range — will help provide power. Though Saga was cagey regarding economy numbers, he claimed that the new packs’ economy would “surprise everyone.”

Meanwhile, the power won’t be directed toward just the front wheels. Saga says there’s a possibility that AWD could be in the cards for the new Prius, which will be underpinned by the company’s Toyota New Global Architecture.

Monday, the last first-gen Volvo XC90 rolled off the assembly line in Gothenburg, Sweden, where it was then driven to its final resting place as an exhibit in the Volvo Museum next door.

Autoblog reports 636,143 units of the seven-passenger SUV rolled off the assembly line between 2002 and 2014, with Volvo expecting to sell 50,000 annually. Instead, 85,000 left the showroom between 2004 and 2007 before dropping off to 11,000 units by the end of production.

Though the SUV is now a museum piece, the tooling will continue be used in China, where the XC90 will become the China-only XC Classic, joining other long-lived vehicles like the Volkswagen Santana Vista and the Beijing Auto Works Knight S12 (a.k.a., Jeep Cherokee XJ). Meanwhile, the workers in Torslanda will now prepare for the new XC90, set to make its global debut in August prior to production in 2015.

Twenty years ago, BMW began building vehicles at its first North American factory in Spartanburg, S.C., a move that has paid off well for the German automaker, both against its rivals Mercedes and Audi, and as an example for the industry as a whole.

Bloomberg reports the factory is the largest exporter of U.S.-made vehicles to global markets outside of North America, besting the Detroit Three and the state of Michigan’s collective automotive production efforts as its capacity prepares to jump 50 percent to 450,000 annually as the latest member of the X Series, the full-size seven-passenger X7, comes into production.

The success of the Spartanburg facility is built upon lower labor costs — U.S. labor is 47 percent cheaper than German labor — its work flexibility, and its access to the port of Charleston, I-85 and GSP International Airport. An additional inland port in Greer, S.C., new production techniques — such as using robots and humans on the same assembly step — and massive export increases as the result of an upcoming free-trade agreement between the United States and the European Union will likely add more fuel to the plant’s continued success.

As in the United States, Europe and Japan, Saudi Arabia is now mandating new vehicles be more fuel efficient. Like the U.S., however, the Saudis will put the onus on the automakers without raising a cent on fuel prices.

Green Car Reports says as part of the 2012 Saudi Energy Efficiency Program, new vehicles on sale will receive a fuel economy label beginning in August, followed in late 2016 with a mandate to follow fleet-average targets; the target for 2020 is 28.2 miles per gallon, lower than the 40 mpg mandate for that year in the U.S.

The reason for all of this is because energy use in the kingdom is rising at a rate of 4 percent to 5 percent annually as a result of economic growth, though the increases are outpacing said growth.

Other proposals include the possibility of a Cash For Clunkers program, temporary mass transit solutions until permanent transit offerings open to the public, and improvements to heavy-duty vehicles such as aero and no-idling mandates.

Sharing the pages of The Wall Street Journal’s 125th Anniversary issue with the likes of Mark Zuckerberg, Larry Summers and Taylor Swift, Ford Executive Chairman Bill Ford, Jr. sees a future for the automotive industry so bright, he’ll need to wear shades.

The chairman wrote in his op-ed for the paper that the automobile will become “part of a larger ecosystem,” and the industry must act accordingly. He explains that this challenge “represents a $130 billion business opportunity” to develop solutions to growing transportation concerns, such as a vehicle’s interactions with a city’s multi-modal infrastructure as a result of more people moving back into cities.

Ford also believes ridesharing companies like Uber and Lyft are signalling a shift from individual ownership, going as far as to proclaim the practice “may not be the primary model of vehicle ownership in the future.” He adds that future vehicles will be heavily connected with each other for high optimization of his future transportation ecosystem, noting the early phases of the connected car are already in existence.

Finally, the chairman states driving itself will need to be redefined thanks to autonomous vehicles taking the wheel — or lack thereof, in Google’s case — from the driver in more and more situations. In turn, drivers who would have handed over their keys in their twilight years would now have more time and greater mobility through autonomous technologies, as well as those with physical disabilities.

On the strength of rising SUV sales in China, General Motors will likely add production of its next-generation Cadillac SRX in the emerging market in order to better capitalize on said sales.

The Wall Street Journal reports Cadillac as a whole is doing well in China, sales rising 72 percent from January through May 2014 to 33,760 units with the SRX making up the bulk of those sales at 14,496 units, a rise of 23 percent for the crossover in the same five-month period compared to 2013. The current model goes for ¥420,000 ($67,770 USD), and has been on sale in China since 2009.

The new SRX would likely arrive as a 2016 model, with the hope Chinese production would help the automaker avoid tariffs on imported models; the crossover is only assembled in Mexico at the present. GM itself has big plans for its premium brand, including a $1.3 billion plant in Shanghai, and a goal of 300,000 units sold/10 percent share of China’s premium market by 2020.

Toyota’s global R&D head Mitsuhisa Kato has little regard for the current crop of EVs, proclaiming the technology to make them viable in his eyes has yet to be invented.

Automotive News reports that although his team will still do R&D work on EVs, Kato believes there are few customers seeking a vehicle with short cruising ranges:

The cruising distance is so short for EVs, and the charging time is so long. At the current level of technology, somebody needs to invent a Nobel Prize-winning type battery.

He added that while EVs could be brought to parity with ICE vehicles, doing so using current technology would establish “a vicious circle” over costs and charging times.

Toyota itself is moving away from EVs into hydrogen with the upcoming 2015 FCV; the outgoing RAV4 EV and eQ will be gone from the global lineup by the time the FCV arrives in January of next year.

It’s official: BMW’s second North American assembly plant will be built in Mexico, with production to begin in 2019.

Autoblog reports the $1 billion USD plant will be located near San Luis Potosí, and will employ around 1,500 to produce up to 150,000 units per year, the majority of which will likely take auto trains north to the United States as noted by BMW Group board member Harald Krueger:

This decision underscores our commitment to the NAFTA region. We have been building BMW cars at our US plant in Spartanburg for the past 20 years. With a planned annual capacity of 150,000 units for the new plant in Mexico, the BMW Group will be even better positioned to take advantage of the growth potential in the entire region. The Americas are among the most important growth markets for the BMW Group. We are continuing our strategy of “production follows the market.”

As for what will be built, BMW remains silent on the subject. Early speculation points to 3 and 1 series production, as well as MINIs.

Though BMW may announce Thursday where in Mexico it will build its second North American plant, sources close to the matter said the plant will pump 150,000 units annually into auto trains bound for the United States.

Automotive News Europe also reports a Mexican government official claimed the new plant would come with a €1 billion ($1.36 billion USD) investment, and may either be located in the state of Hidalgo just north of Mexico City, or in San Luis Potosi in central Mexico.

The plant — following on the heels of a new Daimler-Nissan small-car factory to be built in Aguacalientes, as well as an Audi factory in San Jose Chiapa — will likely be used to build MINIs and the FWD 1 Series, with localized 3 Series assembly also speculated based on the automaker’s potential need to better compete against the U.S.-assembled Mercedes C-Class on price.

In today’s hydrogen digest: Toyota asks the National Highway Traffic Safety Administration for a two-year exemption on its FCV; the automaker banks on subsidies to help the FCV leave the showrooms at home and abroad; and ammonia may be the secret to hydrogen’s success as a fuel.

Bloomberg reports Toyota is asking the NHTSA for a two-year exemption from FMVSS No. 305, which requires automakers to isolate high-voltage parts in electric cars in the event of a crash. The FCV doesn’t meet this rule in full because said isolation would render the vehicle inoperable, opting instead to use insulation on high-voltage cables and related components to protect first responders and occupants from potential electrical shocks in the event of a low-speed accident. Toyota claims the protections will be at least equal to those in compliance with the agency’s rule.

Meanwhile, Automotive News says the automaker is banking on subsidies at home and in markets such as the United States and Europe to help the FCV leave the showroom toward the path of success. The ¥7 million ($69,000 USD) will need a sizable credit to match its Lexus-esque pricing when it goes on sale in Japan next April; the highest subsidy is ¥850,000 (approximately $8,400). As for the U.S., where fueling infrastructure is woefully inadequate, Toyota may instead opt to lease the FCV, details of the plan still in discussion.

Finally, Autoblog Green reports ammonia may be the way toward the hydrogen future. The Science and Technologies Facilities Council in Swindon, England have discovered a process which cracks ammonia into nitrogen and hydrogen using sodium amide as the catalyst. The lower-cost process could be conducted on-board an FCV via an ammonia decomposition reactor no bigger than a 2-liter bottle of Coke, providing enough power for “a mid-range family car” while easily handling NOx-free tailpipe emissions. The STFC is now in the process of building a low-energy demonstration system to prove ammonia’s viability as a source of hydrogen fuel.

General Motors has issued a total of six recalls affecting some 8.4 million vehicles in North America, the majority of which have ignition-related issues.

Autoblog reports the following group totals 7,610,862 — 6,805,679 in the United States — and are being recalled for unintended key rotation:

  • 1997-2005 Chevrolet Malibu
  • 1998-2002 Oldsmobile Intrigue
  • 1999-2004 Oldsmobile Alero
  • 1999-2005 Pontiac Grand Am
  • 2000-2005 Chevrolet Impala
  • 2000-2005 Chevrolet Monte Carlo
  • 2004-2008 Pontiac Grand Prix

The second group totals 616,179 — 554,328 in the U.S. — and are being recalled for unintended key rotation due to bumping of key fob:

  • 2004-2006 Cadillac SRX
  • 2013-2014 Cadillac CTS

The third group totals 20,134 — 2,990 in the U.S. — and are being recalled for potential damage to the engine block heater power cord’s insulation under extreme cold conditions:

  • 2011-2014 Chevrolet Cruze
  • 2012-2014 Chevrolet Sonic
  • 2013-2014 Chevrolet Trax
  • 2013-2014 Buick Encore
  • 2013-2014 Buick Verano

The fourth group totals 117 — 104 in the U.S. — and are being recalled over the Superjoint fastner not being torqued to spec prior to leaving the assembly line:

  • 2014 Chevrolet Camaro
  • 2014 Chevrolet Impala
  • 2014 Buick Regal
  • 2014 Cadillac XTS

The fifth group totals 12,002 — 9,731 in the U.S. — and are being recalled due to the underhood fuseable link potentially melting through electrical overloading, leading to smoke and fire damage to other electric wiring components:

  • 2007-2011 Chevrolet Silverado HD (with auxiliary battery)
  • 2007-2011 GMC Sierra HD (with auxiliary battery)

The sixth and final group totals 188,705 — 181,984 in the U.S. — and are being recalled over the potential for an electrical short to the driver’s door module disabling the power lock and window switches, as well as overheating the module itself:

  • 2005-2007 Buick Rainier
  • 2005-2007 Chevrolet TrailBlazer
  • 2005-2007 GMC Envoy
  • 2005-2007 Isuzu Ascender
  • 2005-2007 Saab 9-7X
  • 2006 Chevrolet TrailBlazer EXT
  • 2006 GMC Envoy XL

In the press release issued by the automaker, CEO Mary Barra said her company undertook what she believed “is the most comprehensive safety review in the history of [GM] because nothing is more important than the safety of [GM's] customers.” She added later on that if any other issues come to the automaker’s attention, GM would “act appropriately and without hesitation” to recall and repair those vehicles. The automaker has recalled a total of 28 million vehicles since January of this year.

In today’s General Motors digest: GM recalls over 700,000 units globally; Siemens VDO Automotive urged the automaker to look into airbag data in 2004; product chief Doug Parks was aware of the ignition problems in 2005; Feinberg compensation plan will have no payment cap; and Delphi is under the gun from both Congress and the IRS.

Autoblog and The Detroit News report the following vehicles are under recall:

  • 2013 – 2014 Chevrolet Cruze: Takata airbag inflator defect; 29,019 (U.S.), 4,066 (Canada)
  • 2014 – 2015 Chevrolet Silverado/GMC Sierra; 2015 Chevrolet Tahoe, Surburban/GMC Yukon, Yukon XL: Transfer case electronically switching to neutral without driver input; 392,459 (U.S.), 53,607 (Canada), 20,874 (Other Markets)
  • 2013 – 2014 Chevrolet Caprice, SS: Potential for windshield wiper motor gear teeth to become stripped; 4,794 (U.S.)
  • 2014 Chevrolet Corvette: Insufficient welding in rear shocks of FE1, FE3 suspension-equipped vehicles; 1,939 (U.S.), 33 (Canada), 82 (Other Markets)
  • 2009 – 2012 Buick Excelle GT: Potential for high-beams to remain on under extreme circumstances; 194,107 (China)

Automotive News says in 2004, Siemens VDO Automotive engineer Douglas McConnell wrote a report urging GM to look into a possible link between airbag sensors and the loss of power via the ignition cycle. The GM-commissioned report was penned a month before the first Chevrolet Cobalts left the assembly line, and shown to five engineers working for the automaker at the time, including Matthew Craig, who currently works for the National Highway Traffic Safety Administration as its chief of human injury research. Declining to elaborate on the report, representative Greg Martin stated “there were several missed opportunities for GM to properly identify the problem,” citing the Valukas report to back his statement.

Meanwhile, Bloomberg reports that Doug Parks, appointed to the post of vice president of global product programs by CEO Mary Barra, was a vehicle chief engineer for the Chevrolet Cobalt program in 2005. In that role, he was a part of the cost debate over whether or not to redesign the ignition switch that would be put into the compact, stating in a May 2005 email that changing the design “appears to be the only real, quick solution.” Parks had been invited to attend two meetings in the first half of 2005 over the issue, though nothing could be determined as far as attendance was concerned.

In the present, Kenneth Feinberg’s compensation program for those injured or killed as a result of the ignition switch will pay claims to all drivers, passengers and bystanders involved in an accident with an affected GM vehicle. Further, claimants will have few hurdles to go through in being paid, including alcohol use and lack of physical evidence. Finally, the program will have no cap on the amount of money paid in total, though no word has been given by Feinberg and his time about how much will be paid per victim and their families. Claims will be accepted beginning August 1.

Finally, Automotive News reports Delphi, already under investigation by the U.S. House Energy and Commerce Committee over its part of the February 2014 ignition switch recall, is now under the gun from the Internal Revenue Service over whether or not the supplier can be taxed as a domestic corporation. Upon emerging from bankruptcy in 2009, Delphi set up its tax base in the United Kingdom, though it retained its headquarters and executive team in Troy, Mich. Should the supplier lose its appeal with the IRS, its tax rate could rise to 22 percent effective rate, up from the 17 percent Delphi pays currently. In 2013, it paid $256 million in taxes; under the new rate, an additional $75 million would need to be paid, bringing the total to approximately $331.3 million.

Remember when earlier this month, Tesla CEO Elon Musk released all of the patents related to his company’s offerings in the hope that all of the major players would eagerly buy into his vision thing of widespread EV production?

It hasn’t turned out as well as Musk had hoped.

Autoblog Green reports only Mahindra is interested in the patents and their potential application in future products; the company once had the e2o EV in its lineup, and is working on an EV version of its Verito Sedan. Meanwhile, General Motors is more interested in how Tesla does its business than how to put together a Model Volt S, Honda is satisfied with its own EV technology, and most of the other players aren’t saying much.

The lack of excitement may be attributed to the fact that, according to The Motley Fool:

Tesla is not revealing its trade secrets. There often is only so much information that you can get from a patent. Only Tesla knows how to put it all together in a cost-effective manner. Besides, by the time the competition digests the patents, some of them may have become outdated, and Tesla likely will have advanced to the next generation of its technology.

Though the patents seem to have more in common with a Cosby Christmas sweater than an Apple iPhone, Nissan and BMW are having secret meetings with Tesla to discuss charging technology. BMW of North America’s product and technology communications manager Matthew Russell proclaimed his employer and Tesla were “interested in the success of electro mobility” for their electric vehicles, though he declined to comment on similar announces from BMW’s competitors.

Aside from seeing another Hasbro IP cameo transform into a weapon of mass destruction, viewers at the weekend opening of “Transformers: Age of Extinction” may have also glimpsed the first Chinese vehicle to arrive in the United States in the near future.

Autoblog reports director Michael Bay chose Chinese brand Trumpchi to be involved in the latest film upon seeing its E-jet PHEV and asking if the PHEV could be used in said film. Parent automaker Guangzhou Automobile Group Co Ltd hopes the exposure will help them when (or if) they bring a few of its Trumpchis to the U.S. by 2015 at the earliest.

The first to be sent over via container ship is the GS5 SUV, which can be had in China for as low as ¥148,000 ($24,000 USD). Power comes from either a 2-liter four-pot providing 145 horses and 128 lb-ft of torque, or a 1.8-liter turbo-four delivering 174 horsepower and 175 lb-ft of torque. The SUV can either be had with FWD or AWD, and power can be processed through a five-speed manual or automatic.

Still mulling over where to build a second North American factory, BMW CEO Norbert Reithofer stated his company would have an answer before the automaker goes on summer break.

Automotive News Europe reports the automaker is considering countries who have signed the North American Free Trade Agreement, including Canada, United States and Mexico, for a factory where it may build the 3 and 1 series, as well as MINIs.

BMW is doing this in order to properly battle Teutonic competitors Audi and Mercedes, both of whom have or will have factories in place to meet demand, as well as better handle currency challenges by producing popular vehicles in the same market they are bought. All three are also battling it out on record deliveries for 2014, with China and the U.S. as the battleground.

Meanwhile, BMW is spending $1 billion to expand its Spartanburg, S.C. plant to 50 percent increased production capacity by 2016, when the full-size X7 will be among the 450,000 X Series SUVs to leave the line annually. The outgoing record holder in Dingolfing, Germany produced 342,000 3, 5, 6 and 7 series models in 2013.

In today’s General Motors digest: An ignition-related issue is quietly fixed years before the February 2014 recall; a Chinese supplier is blamed for defective switches recalled in June; Ally prepares to take flight from the Beltway; and Mark Reuss helps bring back a Corvette stolen 33 years ago.

Automotive News reports two design flaws in switches used on the Chevrolet Cobalt and Saturn Ion allowed the key to slip out of the casing while the engine still had power. The flaws were investigated twice in November 2004 and June 2005, prompting supplier Ortech to modify the shape and size of the ignition lock cylinder based on the findings. However, consumers weren’t notified of this particular change until a recall notice was issued in April 2014. The design change was implemented in 2006, according to GM.

In related news, Reuters reports the recall of 3.4 million vehicles earlier this month by GM was due to a defective ignition switch made by Chinese supplier Dalian Alps Electronics. Unlike the similar situation affecting 2.6 million vehicles recalled in February, the automaker has opted to replace or rework the keys to eliminate a slot that would allow a ring to shift to one side, pulling the switch out of the “run” position. Parent company Alps Electric claims that while Dalian did make the part, the subsidiary manufactured the switch based on GM’s designs, and that neither party had received word or complaint from the automaker about the issue.

On the financial front, Automotive News says Ally Financial, the former financial wing of GM under the name GMAC Financial, is one step closer to corporate independence from ownership by the United States Treasury when two of the remaining three Treasury-nominated board members step down from the board during the lender’s annual shareholder conference July 17. Ally hopes to be out from government ownership by the end of 2014, allowing the lender to regain access to bank deposits in funding subprime loans, benefiting both it and its dealership network due to the low costs in using bank deposits over more expensive funding tools. Currently, the Treasury owns 16 percent of Ally, down from 63 percent at the start of 2014, and 37 percent prior to the lender’s IPO in April.

Finally, WXYZ-TV reports GM’s executive vice president of global product development Mark Reuss has offered to bring home a 1979 Chevrolet Corvette that was stolen 33 years ago from its owner, George Talley, at GM’s expense. Earlier this week, AAA called Talley to inform him the car was found in good condition in Hattiesburg, Miss. after a falsified VIN tipped off authorities to the car’s whereabouts. Reuss made the offer to Talley during an interview with WJR-AM’s Paul W. Smith, and the Corvette is expected to come home within the next few days.

Pulling up to the intersection of Flower Shop Lane, Contractor Boulevard and Utility Road is the Fiat Doblò-based 2015 Ram ProMaster City, the second van to emerge from Ram’s relationship with Fiat Professional.

The unibody van can be had in either Wagon or Tradesman Cargo base trim with SLT trim as an upgrade to both bases, and boasts a total of eight configurations involving security panels and rear and side windows. Cargo volume comes to 131.7 cubic feet with a width of 60.4 inches above the wheel wells, 48.4 inches in between. Height is 51.8 inches, with a step-in height of 21.5 inches, and payload capacity is 1,883 pounds.

Up front, the Tigershark 2.4-liter I4 with MultiAir2 technology puts 178 horsepower and 174 lb-ft of torque to the front wheels via its nine-speed automatic transmission. The transmission has a final-drive ratio of 3.73:1, good for improved fuel economy over the Ford Transit Connect, Nissan NV200 and Chevrolet City Express, as well as a nil-to-30 mph time of 3.7 seconds. ESC — one of 34 safety features on-board, including brake/park interlock and rearview camera — keeps it all together while making deliveries, and the van’s Uconnect helps maintain contact between provider and customer during service calls.

The ProMaster City variants will drive off the container ships to all 2,300 Ram dealerships later this year from the TOFAS plant in Bursa, Turkey, with upfitting to be handled at the Chrysler Group Transformation Center in Baltimore, Md., and Mopar contributing to the customization. No price has been given thus far.
