TTAC has received the following protocol, developed by GM in the wake of the June Volt fire at a NHTSA facility in Wisconsin, from a GM source and has confirmed its legitimacy with a second GM source. Though the procedure may be refined based on the findings of NHTSA’s latest round of tests, it gives a good picture of what GM currently does to ensure the safety of Volt driver and passengers as well as rescue workers, towing company workers and salvage yards. And, I have to say, it puts some of my fears about this safety scare to rest. It hadn’t occurred to me that GM’s Onstar system could provide opportunities to respond to crashes in real time, and apparently the system provides a wide variety of data with which GM’s “corporate SWAT team” can tailor its response to any Volt crash event. We’ve been a bit critical of Honda’s advertising recently, and though I’m not a big fan of most of the latest David Puddy (OK, OK, Patrick Warburton) spots, I have to give it up for this one. I’ve wondered about the “cars with bows” ad meme for some time now, and though it was estimated that some 50,000+ vehicles were given as gifts last holiday season, I really can’t wait for the ad theme to die. We all love surprise gifts (especially expensive ones), but shouldn’t the person who will actually be driving the car have some say in what they get? I mean, I’d be grateful if someone bought me a new Lexus RX (a chief perpetrator of this ad meme) out of the blue… but mostly in the “it’s the thought that counts” way. Want to surprise someone with something expensive? Buy them jewelry or a watch. Want to buy someone a car? Make sure you really know exactly what car the giftee wants, and for goodness sake, make sure they drive it and the competition first. Surprises last a few seconds, the right car will delight for years to come.

“In the end, it was all about the car—designing, engineering, assembling, and selling a product that consumers wanted to own and drive.” So observes Bill Vlasic near the end of Once Upon a Car, his 379-page account of the recent “fall and resurrection” of the Detroit car manufacturers. Vlasic’s book is quite late to the party, following other journalistic accounts by Alex Taylor III and Paul Ingrassia and insider accounts by Steve Rattner and Bob Lutz. Can it possibly offer anything new? Is it worth reading? Yes, and yes. Yet Vlasic’s book also shares a fundamental weakness with the others, one all the more damning because of the above observation.

At the beginning of this year, the United Auto Workers pledged that it would launch a campaign to organize the foreign-owned, non-union “transplant” factories in the US, threatening to tar uncooperative automakers as “human right abusers.” The campaign initially lost steam, but the UAW stuck to its pledge, re-iterating on several occasions that it would organize “at least one” transplant factory by the end of 2011. With one month left to accomplish that goal and no signs of progress in sight, the UAW has officially called off that goal. In fact, the UAW now hopes to simply pick an automaker to target by the end of 2011. Spokeswoman Michelle Martin tells Bloomberg

At this point, our hope is to make a decision about who we’re going to target by the end of the year. But obviously, we won’t have the organizing campaign completed by the end of the year.

This is not too surprising, considering the UAW announced last week that it would be focusing on dealership pickets initially rather than factory organizing. And sure enough, the first dealership picket has begun, targeting Hyundai dealerships. And yet, says Martin

This has nothing to do with the domestic organizing campaign. Hyundai is not the target.

Huh? If the UAW is not committing to organizing Hyundai’s assembly workers, why picket Hyundai dealerships?

A TTAC tipster sent us a Teknikens Värld  interview with Saab’s long-suffering would-be rescuer, Victor Muller, in which the eternal Saabtimist seems ready to admit defeat. In essence, he admits that GM is unlikely to ever approve a plan involving Chinese firms, that the Chinese firms are throwing “money into a black hole” and that all the previous plans are off the table. Of course, Muller does seem to think that some kind of rescue may yet be possible, but he admits

If Muller is losing faith, and doesn’t even have a hairbrained scenario to hype, it seems that the end may well be near. But then, the whole rescue of Saab is beginning to be eclipsed by questions about Muller’s erstwhile partner, Vladimir Antonov, who was recently bailed out of British jail, where he was being held on charges of embezzlement and document forgery. If there’s a word to describe VW’s future plans in the US, it’s “big.” There is still no specific plan to bring subcompact Polos to the US, and likely only an EV version of the new Up! city car. Even Audi is shying away from bringing more small products to the US, nixing the A1 and only supporting exports of the A2 in EV form. And according to Automotive News [sub] the next big thing for VW’s US portfolio could be a midsized CUV, built at its new Chattanooga plant and slotting between the Tiguan and Touareg. But this concept is not that CUV. According to VW, this CrossCoupe Concept is an exploration of alternative bodystyles for the compact CUV platform, more akin to a Range Rover Evoque than a mass market model… think “Tiguan CC” and you’ll be getting the idea. The American Civil Liberties Union (ACLU) succeeded Monday in having a license plate with the slogan “Choose Life” blocked in North Carolina. US District Court Judge James C. Fox granted the liberal group’s request for a preliminary injunction against issuance of the plate while the lawsuit makes its way through the court.

On June 30, Governor Bev Perdue (D) signed a law giving motorists the choice of paying $25 extra to have the plate instead of the standard-issue “First in Flight” logo on their license plate. Other available show a preference for individual NASCAR drivers or carry messages such as “Play Tennis,” “Save the Sea Turtle,” “I’d Rather be Shaggin’,” “Support Our Troops” and “Kids First.” The ACLU argues that the lack of an plate expressing support for abortion violates their First Amendment rights.
